Transfer Station Wastewater Pumping, Hauling and Disposal SCOPE OF WORK 1. The County of Lexington is soliciting proposals from qualified offerors for a term contract for pumping of wastewater from an 8,000-gallon storage tank (UST), and a 10,000-gallon storage tank (UST) located at the Edmund Landfill Transfer Station and hauling to a designated wastewater disposal site. This wastewater is generated from the wash down of the floor area, rainwater and domestic waste. Approximately 93,675 gallons of wastewater were disposed of in the past fiscal year. Additionally, the qualified offeror will be required to pump solids from the bottom of both tanks and haul to a designated disposal site for processing, approximately once per year. 2. The successful offeror must have the ability to pump into their hauling vehicle through a 4" suction pipe from the two separate wastewater tanks, transport and discharge the wastewater from the Transfer Station facilities to a wastewater treatment plant (WTP). 3. Wastewater from the County's older Transfer Station collects in an 8,000-gallon underground storage tank (UST) equipped with an alarm device, which will provide a visual and audible signal when the tank reaches 50 percent capacity (4,000 gallons) and 75 percent (6000 gallons). Wastewater from the new transfer station expansion collects in a 10,000-gallon underground storage tank (UST) equipped with an alarm device, which will provide a visual and audible signal when the tank reaches 50 percent capacity (5,000 gallons) and 80 percent capacity (8,000 gallons). The Transfer Station will notify the successful offeror when either UST has reached 50 percent capacity and that the UST may be evacuated. 4. In cases that suspected hazardous constituents exists or are present at point of discharge and exceed the WTP permit, the successful offeror must provide a stand-by storage. The stand-by storage must hold no less than 6,000 gallons of the suspicious water. The Transfer Station personnel will then notify the designated laboratory of the need to collect and analyze a sample of each shipment from the transport vehicle. It is anticipated that the sample results will be available within ten (10) days of collection. Lexington County will be responsible for the cost of sampling and analysis. All evacuated material is to remain at the Transfer Station in a sealed, locked container (transport vehicle). As soon as the results are received from the laboratory, the successful offeror will be authorized to deliver the shipment to the alternate WTP. Solely the County of Lexington will handle the cost for disposal at alternate WTP. 5. The successful offeror is expected to collect wastewater samples, at the point of discharge, during the contract period. The offeror will provide a copy of these laboratory analyses to the County.
