Site work for a water / sewer project in Portsmouth, Virginia. Completed plans call for site work for a water / sewer project.

As of August 18, 2022, project is now underconstruction. The project will redevelop approximately 72 acres of the 287-acre Portsmouth Marine Terminal for use as an offshore wind staging port which will improve 1,500 feet of an existing 3,540-foot wharf. The project replaces an area within the Portsmouth Marine Terminal previously constructed as a container port in the 1970s. Sections of the wharf are to be demolished and replaced, with existing concrete piles cutoff at the mudline and replaced with new, 36" square concrete piles. The uplands area is to be cleared, with the existing pavement stripped to the base, and replaced with geogrid and dense graded aggregate. New power to support wind turbine nacelles and high mast lighting, as well as limited stormwater system improvements are required to support offshore wind operations. Work items for the project include but are not limited to - Installation of all necessary erosion and sediment control measures prior to initiating ground disturbing activities. - Demolition of existing pavement, minor structures (e.g. retaining walls and lightpoles), utilities, and trackwork. - Demolition of select existing wharf deck, pile caps, and concrete piles - Construction of new wharf replacement, including 36" square concrete piles and concrete deck with structural connection to the existing steel sheetpile bulkhead - Construction of four (4) steel pipe mooring piles over land - Construction of bollards and fenders on proposed wharf and replacement of fenders on the existing wharf as detailed in the construction documents - Onsite crushing of useable demolition materials (asphaltic concrete and concrete pavements) for reuse - Overexcavation and offsite disposal of excess or unusable existing uncontrolled fill material that may be present on the project site. - Construction of a drainage system to collect, treat, and convey stormwater runoff to a connection to an existing stormwater system that subsequently outfalls into the Elizabeth River. - Construction of fire protection water distribution system and hydrants including connections to the existing water system. - Construction of an underground electrical and communication distribution system including providing the electrical switchgear and related components as indicated in the Contract Documents. - Construction of high mast light poles and fixtures. - Other site appurtenances and miscellaneous structures such as guard rails, concrete barriers, personnel barriers, and equipment foundations. - Construction of dense graded aggregate (DGA) pavement surface, including geogrid layers to support the offshore wind operations. - Installation of signage for wayfinding and traffic control.
