The U.S. Fish and Wildlife Service (USFWS) is seeking qualification statements from Architect-Engineering firms for design services to build a Fish Technology Center (FTC) in the City of Rio Vista, CA. Final deliverables will include a set of the 35% Conceptual Design Drawings and Specifications and Engineers Opinion of Probable Construction Costs Work Requirements: See Attachment 1: Statement of Work dated December 20, 2021 (4 pgs) See Attachment 2: Delta Smelt Conservation Facility Fish Technology Center Master Plan dated October 9, 2018 (62 pgs) See Attachment 3: Past Performance Questionnaire (1 pg) Contract Specialist/Point of Contact: Karl Lautzenheiser, Phone 360-608-2843 Email karl_lautzenheiser@fws.gov Electronic SF330 Submission Address: karl_lautzenheiser@fws.gov Contract Structure: The U.S. Fish and Wildlife Service (USFWS) intends to award one (1), Firm-Fixed Priced contract for Architectural and Engineering (A/E) services. The estimated date of contract award is July of 2022. This stand alone contract is being procured in accordance with the Selection of Architect-Engineering Statute (formerly The Brooks Act) under the procedures of FAR Subpart 36.6. A firm will be selected for negotiation based on competence and qualifications as listed below in the Evaluation Factors and as outlined in FAR 36.602-1. The Government is seeking the most highly qualified firm to perform the required services. The period of performance is contract award plus 365 calendar days from notice to proceed (NTP). Set Aside: The proposed contract is being solicited as unrestricted for any size business to participate and submit a proposal Required Registration: To be eligible for contract award, a firm must be registered in the System for Award Management (SAM). Failure to register in SAM may render a firm ineligible for award. SAM registration is free of charge and can be completed at www.sam.gov. In accordance with FAR 36.601-4(b), the Firm must be a registered/licensed engineering firm to be eligible for award. Provide proof that the firm is permitted by law to practice the profession of engineering (e.g. state registration number, or a brief explanation of the firms licensing n jurisdictions that do not register firms). As part of SF 330 Section E. Resumes of Key Personnel Proposed for Team, Firms are asked to include Current Professional Registration Number(s), Registered Discipline(s), and State of Registration(s) for individuals. Instructions to Firms: Firms that meet the requirements described herein are invited to complete a SF 330 Package. The form can be sourced from https://www.gsa.gov/portal/forms/download/116486 The preferred method of submission is by email to karl_lautzenheiser@fws.gov. It is the contractors responsibility to ensure delivery to this email address. Please allow sufficient time for receipt of the SF 330 package prior to the response date. See Evaluation Criteria below for specific submission requirements. To be considered, past performance questionnaires must be received by the response deadline. Firms must complete an SF 330 package in accordance with the following: Cover Page Table of Contents Acknowledgement of Amendments (if applicable) SF 330 form. o Note that attachments may be prepared using MS Word or PDF The SF330 form must be 11 point legible font or larger. The SF330 must address the proposed team, organization chart and resumes in Part 1 Sections C, D & E. Submissions shall not exceed 50 typed single-sided 8.5 by 11 inch pages. o The page limit DOES NOT include PPQs, licenses, cover sheets, or dividers, provided that these do not contain any substantive information submitted in response to the synopsis or intended to demonstrate the qualifications of the firm. o Submission shall be numbered sequentially. o Resumes shall be limited to 1 page per team member o Example projects shall be limited to 1 page per project EVALUATION Submissions received in response to this notice will be evaluated by a board in accordance with FAR Subpart 36.6 and PL 95-582 (The Brooks Act). Evaluation will be conducted in order to determine the most highly qualified firm to perform the required services in accordance with the evaluation factors. Failure to comply with instruction, or provide complete information may affect the outcome of the firms evaluation or possibly disqualify the firm from further consideration. EVALUATION FACTORS The A/E firm must demonstrate qualifications and the qualifications of each key team member with respect to the following criteria listed in descending order of importance. FACTOR 1: Past Experience: SF 330, Part I, Section H Firms will be evaluated on past experience based on information contained within the SF 330 package to include example projects submitted in Section F. Special emphasis will be placed on: a. Experience with water systems. o i.) Single pass water o ii.) Surface water o iii) Well water o iv) Re-use systems b. Experience with governmental requirement i) NEPA ii) Local, state, and federal permitting Evaluating past performance and experience will include information provided in Past Performance Questionnaires (PPQs). In addition, the Government may review any other sources of information for evaluating past performance. Other sources may include, but are not limited to, past performance information retrieved through the Past Performance Information Retrieval System (PPIRS) using all CAGE/DUNS numbers of firm team members (partnership, Joint Venture, or parent companys subsidiary or affiliate), inquiries of owner representative(s), and any other known sources not provided by the firm. While the Government may elect to consider data from other sources, the burden of providing detailed, current, accurate and complete past performance information rests with the firm. A firm without a record of relevant past performance or for whom information on past performance is not available shall not be evaluated favorably or unfavorably on past performance. Submission Requirements: A performance record must be submitted to the CO directly from the client only for projects included in the SF 330 submission Part I Section F. DO NOT have clients submit past performance for projects not included in Section F. Firms shall have clients complete the Past Performance Rating Questionnaire (Attachment 3) and send directly to the CO at the address listed below. PPQs shall be submitted electronically from prime contractor clients as well as key subcontractor clients to: Karl Lautzenheiser, Contract Specialist Karl_lautzenheiser@fws.gov Firms may provide any supplemental information on problems encountered and the corrective actions taken on projects submitted under in SF 330, Part I, Section F. Firms may also address any adverse past performance issues. Firms can also submit recognition documents received in the last five years, such as awards from clients, customers or professional organizations received within the last five (5) years. Firms may submit information on any innovative ideas and/or material uses from past projects. FACTOR 2: Technical Experience: SF 330, Part I, Section F On the SF 330 Part I, Section F, submit a narrative describing the A/E firms most relevant experience. Firms will be evaluated on the strength of submitted specialized experience narratives; the narratives shall address the following areas: 1. Hatcheries within the last 10 years. 2. More recent, less than 5 years, experience given higher priority. 3. Relevant projects with a construction budget of $10m or more. 4. Relevant projects with a construction budget of $20M given higher priority. Submission Requirements: 1. Provide a minimum of five (5) projects completed within the past ten (10) years that best illustrate specialized experience of the proposed team in the areas above in the Pacific Northwest or an area with similar hydrological, environmental, and ecological features. Firms shall ensure sufficient information is included to determine the date of completion of the project. Submission should focus on work completed in the unique Pacific Northwestern environment and indicate number of years of experience working in this environment 2. All projects provided in the SF 330 must be completed by the actual office/branch/regional office/individual team member proposed to manage work under this contract. 3. For submittal purposes, a task order on an IDIQ contract is considered a project, as is a stand-alone contract award. Do not submit an IDIQ contract as an example project. Instead, list relevant task orders or stand-alone contract awards that fit within the definition above. The Government will not evaluate information provided for an IDIQ contract. Examples of project work submitted that do not conform to this requirement will not be evaluated. 4. To enable verification, firms should include the DUNS number along with each firm name in the SF330 Part I, Section F, block 25,Firm Name. Include a contract number or project identification number along with the title and location in block 21. Include an e-mail address along with phone number for the point of contact in block 23(c). In block 24, include in the project description the cntract period of performance, award contract value, current contract value, and a summary of the work performed that demonstrates relevance to specialized experience as outlined above. 5. For projects performed as a subcontractor or a joint venture involving different partners, specifically indicate the value of the work performed as a subcontractor or by those firms proposed for this contract, and identify the specific roles and responsibilities performed as a subcontractor or by those firms on the project rather than the work performed on the project as a whole. SELECTION OF THE MOST HIGHLY QUALIFIED FIRMS AFTER SF 330 EVALUATIONS: Following the boards evaluation of SF330s, selection of up to five (5) of the most highly qualified firms will be determined and only these firms will be provided a site visit opportunity and a telephone interview. All of the most highly qualified firms will be asked similar questions, which may include topics such as experience, capabilities, capacity, organization, management, quality control procedures, and approach for the project, as appropriate. Following completion of interviews, the board will rank firms from highest to lowest. A solicitation package to include Solicitation Form (SF252), Statement of Work and other associated attachments will be issued to the highest ranked firm requesting a fee proposal with award of one firm-fixed-price contract if a fair and reasonable price can be agreed upon. Should the Service not be able to agree upon a fair and reasonable with the highest ranked firm, negotiations will be terminated and negotiations started with the next highest ranked firm and so on until we can make an award to the highest ranked firm that provides a fair and reasonable price. The method of contractor selection has not been determined at this time.
