The project work is generally described as: PHASE 3: the replacement of 16,173 linear feet of 6 and 8-inch vitrified clay pipe (VCP) with 8-inch high density polyethylene pipe (HDPE); 350 linear feet of 8-inch VCP with 10- inch HDPE pipe; 460 linear feet of 15-inch VCP with 16-inch HDPE pipe; 387 linear feet of 18-inch VCP with 20-inch HDPE pipe; 482 linear feet of 21-inch CIPP installation; and the reconnection of all laterals and re-channelization of all manholes Questions regarding the bid package should be directed in writing as soon as possible (but no later than five working days prior to the opening of bids) to: William Halsted, Phone: 510.481.6963, email: halsted@oroloma.org. Where appropriate, the District may respond to such questions by addenda transmitted to all bid package recipients. In accordance with California Public Contract Code Section 20804.5, all bids must be presented under sealed cover and include one of the following forms of bidder's security: cash, cashier's check made payable to the District, certified check made payable to the District, or a bidder's bond. The amount of bidder's security provided must equal at least ten (10) percent of the total of the bid price for the base bid and the additive or deductive items listed in this notice. The successful bidder must submit to the District complete, executed copies of all documents specified in the contract checklist included in Volume 1 of the bid package within ten (10) working days of receiving written notice of award of the project. Bidder's security of any successful bidder that fails to do so will be forfeited to the District. The documents required pursuant to the contract checklist include, but are not limited to, a payment or labor and materials bond in an amount of at least 100 percent of the amount payable by the terms of the project contract and that satisfies the requirements of California Civil Code Section 3248, and a performance bond in an amount of at least 100 percent of the amount payable by the terms of the contract. All project bonds must be executed by an admitted surety insurer in accordance with applicable law and acceptable to the District. The Engineer's estimate is: $4,600,000. The District reserves the right to reject any and all bids and/or to waive any bid irregularities to the extent permitted by law.
