The work shall include furnishing materials, equipment, machinery, tools, apparatus, means of transportation, and labor necessary to complete the scope of work summarized below: 1. Perform mechanical maintenance dredging to restore required depths at South Berth 1, South Berth 2, South Berth 3, and West Berth 1 as shown on the Drawings. The maintenance dredging project will consist of dredging up to 11,000 cubic yards of material removed from the berths to a variable depth of between -36 to -38 feet MLLW (depths noted include Allowable Overdepth). 2. Transport the dredged material by barge to adjacent West Berth 3 and, at the location designated on the drawings, unload the material from the barge. 3. Conduct paint filter liquids tests (Method 9095B) to assess readiness of dredged material for disposal at the Bay County Steelfield Road Landfill site. Contractor may dewater dredging material (if required) at the Port-provided location onsite or at an offsite location provided by the Contractor. 4. Provide truck transport to and final disposal of dredged material at the Bay County Steelfield Road Landfill. Guarantee will be required with each bid as follows: At least 5% of the amount of bid in the form of a certified check or bid bond payable to the Panama City Port Authority, Port Panama City, Florida. Bids, accompanied by the Public Entity Crime Statement, a Bid Bond, Tax Savings Agreement, and other standardized documents must be submitted upon the standard forms included in the Contract Documents. Also, please include the unit price for any components identified on the form; these prices will be used in negotiating additions or deletions in the contract amount. The Port reserves the right to reject any and all bids or parts of bids, to waive any and all bid informalities, and to award the bid determined to be in the best interest of the Port. In addition to the discretionary powers vested in the Port, and not in lieu thereof, the Port reserves the right to reject a bid based on the absence of adequate budgetary allowances for the Project. The Port reserves the right to negotiate the terms of the Contract, including pricing and changes to the Drawings and Specifications, with the lowest and best bidder. Should negotiations with the lowest and best bidder fail to result in a contract, the lowest and best bidder may be deemed disqualified and the Port may enter into negotiations with the next lowest bidder. This process may continue until negotiations with all bidders fail or a contract is achieved. The Port reserves the right to accept the lowest and best bid for a period of up to ninety (90) days.
