Site work for a water / sewer project in Sugar Land, Texas. Completed plans call for site work for a water / sewer project.

The City of Sugar Land, TX (City or CoSL) is seeking a turnkey deployment of an AMI (Advanced Metering Infrastructure) system including AMI technology, water meters and associated services. The City is interested in contracting with a turnkey AMI Manufacturer that can provide advanced AMI System capabilities including residential remote disconnect water meters and water quality monitoring/sensing capabilities in addition to basic meter reading capabilities. To that end, the City is issuing a Request for Proposal (RFP) for: 1. Advanced metering infrastructure technology (AMI System) consisting of headend, field area network, and water endpoints. 2. Residential water meters (mechanical and/or solid state), and a limited number of remote disconnect capable water meters) and meter box and lids. The City estimates ~25% of the residential water meters will be replaced as part of this project. 3. Deployment Services: a. Standup Headend and provide integration services with Munis, Cityworks, and ArcGIS for billing, meter work order management, asset management, and GIS. b. Field area network deployment services including site selection, permitting and acquisition support, site construction and commissioning. c. Water meter and AMI endpoint installation services (EPI) including i. Procurement and installation water meters on approximately 25% of the customer service lines for meters older than 10 years. ii. Procurement and replacement of damaged outdoor water meter box and lids as necessary. Quantities unknown at this time and will be defined during contracting. 4. Managed Services: a. The City desires the Headend to be provided as a turnkey System-as-a-Service (SaaS) for deployment and integration, as well as ongoing operations and support. Under the SaaS concept the City will pay the AMI Manufacturer to provide hardware hosting in the cloud for, both a Production Headend, as well as a small Test Headend, software release management, software patching, testing, disaster back-up and recovery, and standard reports to meet the agreed upon Service Level Agreements (SLA) and Key Performance Indicator (KPI) to be contracted. The AMI Manufacturer is to provide a copy of their standard Headend SaaS agreement to the City as part of their response. b. The City is seeking to obtain the Production AMI Field Area Network as a turnkey Network-as-a-Service (NaaS) for both deployment as well as ongoing operations and support. Under the NaaS concept the City will pay the AMI Manufacturer provide the network (private proprietary or public network) and the AMI Manufacturer shall be responsible for all costs, but not limited to site acquisition, permitting, leasing, deploying, testing, installing, operating (including backhaul) and maintaining the network to the agreed upon Service Level Agreements (SLA) and Key Performance Indicators (KPI) to be contracted. The NaaS offering will also include 1 test FAN RF device to be connected to the Test Headend. The AMI Manufacturer is to provide a copy of their standard AMI Network NaaS agreement to the City as part of their response. Last date for submission of questions: January 25, 2022, 12:00 PM CST Submitted on Public Purchase. We are extending the questions period until 1PM CST Monday January 31,2022 & the city will publish the final answers by February 4th PM CST.
