Seawater Sand Filter Installation (I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (II) This solicitation is issued as a request for quotation (RFQ). Submit written quotes on RFQ Number NF-FR7500-22-00258RDS. (III) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-03 (Jan 2022) (Deviation 2021-06) (Sept 2021) (Deviation 2020-11) (Aug 2020) (Deviation 2020-05) (Apr 2020) (Deviation 2017-05) (Sept 2017). (IV) This solicitation is being issued as a small business set-aside. Only small businesses may provide a quote. The associated NAICS code is 238990. The small business size standard is $16.5 Million. (V) This combined solicitation/synopsis is for purchase of the following commercial services. This project will completely replace the two (2) 35 square foot filter area Stark 95 sand filters the FED Lab has in the pumphouse. The replacement filters need to be able to filter a maximum of 400 gpm each. The filters need to be of equal or greater quality than the current Stark 95 filters installed. The company awarded this bid will: uninstall, remove, replace, and install the new filters in the FED Lab's "Pumphouse". Additionally, the contractor will be responsible for disposal of the old sand filters, in accordance with the incorporated SOW. (VI) Description of requirements is as follows: See incorporated Statement of Work for full list of requirements. (VII) PERIOD OF PERFORMANCE: Work must be completed no later than 12/31/2022. PERFORMANCE LOCATION: This project will take place at the NOAA/SWFSC/Fisheries Ecology Laboratory, 110 McAllister Way, Santa Cruz, CA 95060-5794. Specifically this project will happen inside the "Pumphouse". This is a firm fixed price non-personal service order. Government personnel will be responsible for the overall scheduling of project activity and will provide the Contractor's liaison / project manager with scheduling information as appropriate. Invoicing shall be upon completion. Travel costs are not authorized. (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (1) Technical capability of the services offered to meet the Government requirement. A site visit is highly recommended. A vendor that performs a site visit will have their bid be regarded more highly than the bid of a vendor that does not perform a site visit; (2) Price; (3) Past Performance (Offeror must submit at least two past performance references for similar work). Technical and past performance, when combined, are equally important. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
