Site work for a pipeline in Walker, Louisiana. Completed plans call for site work for a pipeline.

For furnishing all materials and equipment necessary for installing approximately 125 linear feet of 4 steel gas line, construction of a new pressure regulator station and extending from that station approximately 4480 linear feet of 6 PE coiled pipe for the purposes of extending a natural gas distribution system main and services to the Livingston Parish Sheriffs Office Training Facility on Woodside Drive . The project also includes crossing of US Hwy 190 by directional bore and a hot-tap tie-in to the 4 High Pressure (200 PSI) feeder line paralleling US Hwy 190 between the roadway and the Canadian National (CN) Railroad tracks. Included in the new gas distribution system is the installation of 6 PE and 4 Steel ball valves, necessary road bores and obstruction bores. The contractor will be asked to trench the PE gas main as marked on the plans to allow installation of detector tape and separation of the tracer wire from the main. The successful bidder will also be required to furnish incidentals such as miscellaneous fittings, tracer wire, detector tape, and provide a pressure test meeting PHMSA requirements on all new piping. The City of Walker Gas Department is a participating member of the Louisiana Municipal Gas Authority and thus under ACT No. 176, amending R.S. 33:4546.21, Bidders must be pre-qualified before obtaining Bidding Documents. In order to be pre-qualified, Bidders must submit a copy of their written Operator Qualification and Training Program to ensure compliance with the certification requirements of 49 CFR Part 192.801 et seq., as mandated by the United States Department of Transportation Pipeline and Hazardous Materials Safety Administration (PHMSA) and the Louisiana Department of Natural Resources Pipeline Safety Division. Specific scrutiny will be given to those individual workmen employed by the prospective bidder and their training documentation regarding the certification of workmen to perform Covered Tasks on a natural gas distribution system. Perspective bidders should be able to show that at least four (4) workmen, one of which must serve in a supervisory role, have been OQ certified for all covered tasks related to PE gas line installations. Bidders who do not already have a current and active OQ program will not be qualified to obtain bidding documents. According to act no. 478, july 9, 1988, section 1, r.S. 38:2212: deposits on the first set of documents furnished to bona fide prime bidders will be fully refunded upon return of the documents no later than ten (10) days after receipt of bids. On other sets of documents furnished to bidders, the deposit less actual cost of reproduction will be refunded upon return of the documents no later than ten (10) days after receipt of bids. No refunds will be given to contractors that have requested bidding documents and returned them prior to the bid and/or do not submit a bid. No refund will be given to contractor that has been awarded the project. Subcontractors qualify for half refund. All plans must be returned in good condition, complete with addenda, in good condition to qualify for refund. Contract, if awarded, will be on the basis stated herein and in the Instructions to Bidders. No bid may be withdrawn for a period of 45 days after bid opening except as provided by law. Bidders must meet the requirements of the State of Louisiana Contractors Licensing Law, R.S. 37:2151 et seq. Bidders shall be either licensed under the classification of Municipal & Public Works Construction, or under the specialty classification of Pipe Work (Gas Lines). In order to be considered a responsible bidder, the lowest bidder will be required to provide within 10 days after receipt of bids, the following additional documents: 1. Bidders must provide the fully completed Attestation Clause Form as required by Louisiana RS 38:2227. (Past Criminal Convictions) 2. Attestation and Affidavit required by LA R.S.38:1212.10C, showing that Bidder is registered with and participates in and utilizes the Status Verification System, also known as E-Verify program. 3. Non-Collusion Affidavit as required by LA R.S. 38:2224. 4. Bidders must provide the fully completed Drug Testing Affidavit indicating that Bidder complies with the requirements of the PHMSA, Pipeline Safety Regulations, Part 199, regarding the administration of an appropriate Drug Training and Alcohol Misuse Program. 5. In addition, as required by the eligibility requirements mentioned above bidders must also be able to provide documentation that they have an ongoing Operator Qualification Program, which provides training of employees for performing Covered Tasks on a natural gas pipeline system meeting the requirements of, Part 192.801 through Part 192.809 of the PHMSA, Pipeline Safety Regulations. In addition, the training program shall be equivalent and compatible with that of the Owners OQ Training Program, which is based on the training protocols developed by the ITS and/or Midwest Energy Association for the Covered Tasks applying to Natural Gas Pipeline Installations. Specific requirements of the Operator Qualification Program are further described in the Supplementary Conditions of the Project Specifications, which as prescribed by Title 38, Chapter 10, Part II, 2211 of the Louisiana Revised Statutes, shall be considered a part of the Bidding Documents. All proposals must be accompanied with a bid bond or a certified check in the amount of five (5) percent of the total amount bid.
