Site work and paving for a mixed-use development in Mount Joy, Pennsylvania. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; and sidewalk / parking lot.
As of 4/5/22 per the Engineer, this project is in the process of being awarded to Highway Materials. The final award amount is not available at this time. CLARIFICATION DEADLINE 2/24/2022 4:00 PM Engineer's Project No. 10863.24 NORTH ANGLE STREET IMPROVEMENTS: Project generally comprises of reconstruction of approximately 8,000 SY of roadway, construction of 14 handicap ramps and restoration to areas disturbed by construction operations. Additional work may include reconstruction of 700 SY of roadway on Water Street, 1,400 SY of roadway on Bernhard Avenue East, and 1,350 SY of roadway on Bernhard Avenue West. All roadway reconstruction requires alternate bids for cement stabilized base course. Questions will be accepted until 4:00 P.M., prevailing time, on Thursday, February 24, 2022. Questions will be accepted electronically, only from prime bidders. All questions must be submitted through PennBid and will not be accepted in any other manner. The apparent low bidder and the next two lowest bidders must submit, to the Engineer, originals of the Bidding Documents within two (2) business days from the date of the bid opening. Bids must be on the forms furnished by the Owner. No bid will be considered unless it is accompanied by a certified check or bid bond in an amount not less than ten percent (10%) of the bid total. Such bid security shall be made payable to the Borough of Mount Joy. All bid bonds shall be in the form included within the Bidding Documents and shall be accompanied by a power of attorney from a licensed surety company as described in the Bidding Documents. Owner shall award the Contract to the lowest responsive and responsible Bidder or shall reject all Bids within sixty (60) days of the date of the bid opening, and no Bidder may withdraw his Bid before the expiration of such sixty (60) day period; provided, however, if the award of contracts is delayed by required approval of another government agency, the sale of bonds or the award of a grant or grants, the Owner shall reject all bids or award the Contract to the lowest responsive and responsible Bidder within one hundred twenty (120) days of the date of Bid opening, and in such event no Bidder may withdraw his Bid before the expiration of such one hundred twenty (120) day period. Extensions of the date for the award of the Contract may be made by the mutual written consent of the Owner and the lowest responsive and responsible Bidder. Performance financial security and payment financial security, each in an amount equal to 100% of the contract price in form set forth in the Project Manual, and evidence of all required insurance as set forth in the Project Manual, must be furnished by the successful Bidder at the time set forth in the Project Manual. Bidders are advised that each Bidder is required to submit, with their Bid, a Non-Collusion Affidavit in the form contained in the Project Manual in accordance with the Pennsylvania Anti-Bid Rigging Act. It is a requirement of this Contract that Bidders shall have a minimum of five (5) years, ten (10) project documented experience in type of work required by this project. Bidders, subcontractors, their workers and any persons providing labor and products to the Project shall be persons lawfully permitted to work in the United States and the Commonwealth of Pennsylvania. As a precondition of being awarded a Contract, Successful Bidder, and its subcontractor(s) are required to provide confirmation of compliance with Act 127 of 2012, the "Public Works Employment Verification Act". The Contract will be subject to the Prevailing Minimum Wage Determination established by the Commonwealth of Pennsylvania, Department of Labor and Industry. The OWNER hereby reserves the right, which is understood and agreed to by all Bidders, to reject any or all Bids and to waive any omissions, errors, or irregularities in any Bid. The Work shall be substantially completed within 75 calendar days after the date when the Contract Times commence to run as provided in General Conditions Paragraph 2.03.A, as amended by Supplementary Conditions Paragraph SC-2.03.A, and completed and ready for final payment in accordance with Paragraph 14.07 of the General Conditions within 90 calendar days after the date when the Contract Times commence to run.
