The City of West Fargo, North Dakota (City) is seeking a technical proposal from qualified consultants to prepare an operation and utility rate study for the Sanitation Division of the Public Works Department. Though informed adjustments have been sporadically made, a thorough analysis of operations and utility rates has not yet been formally undertaken in the City's history. The need for a comprehensive utility rate and operation study is evident because of the tremendous population and physical growth of the City. This study will set goals for new infrastructure, operation inputs, and provide long-term direction for the Sanitation Division. Outlined below is the scope of work that will guide development of the Sanitation Study for West Fargo. The City has included the following scope of work to provide interested consultants insight into project intent, context, coordination, responsibilities, and other elements to help facilitate proposal development. At minimum, the consultant shall be expected to establish detailed analysis, recommendations and/or deliverables for the following tasks: Task 1: Project management Task 2: Existing Conditions Task 3: Operation Service Analysis Task 4: Infrastructure Analysis Task 5: Utility Rate Analysis Task 6: Goals, Objectives, and Polices Task 7: Implementation Plan The City reserves the right to reject any or all proposals or to waive minor irregularities in said proposal, and reserves the right to negotiate minor deviations to the proposal with the successful consultant. The City reserves the right to award a contract to the firm or individual that presents the proposal, which, in the sole judgement of the City, best accomplishes the desired results. The RFP does not commit the City to award a contract, to pay any costs incurred in the preparation of the contract in response to this request or to procure or contract for services or supplies. The City reserves the right to withdraw this RFP at any time without prior notice. All proposals, whether selected or rejected, shall become the property of the City.
