REQUEST FOR PROPOSALS FOR ENGINEERING SERVICES The East Alamosa Water & Sanitation District (EAWSD) is requesting Statements of Qualifications & Proposals from engineering firms to assist EAWSD in water distribution and wastewater infrastructure survey, design, and construction services in the EAWSD service area. Potential work includes (but may not be limited to) engineering for infrastructure improvements including the reconstruction and/or installation of sewer lift stations, improvements to wastewater system, and improvements to waterline distribution system and storage. In addition to any standard Statements of Qualifications the following information must be submitted: The East Alamosa Water & Sanitation District reserves the right to reject any and all responses submitted. About the East Alamosa Water & Sanitation District: The East Alamosa Water and Sanitation District was established on June 23, 1961, to provide residents of the district with water and sewer services. A five-member board governs the District, and the Board Members are elected for a staggered four-year term. The District office is located at 10 Costilla Ave, Alamosa, CO 81101. Business hours are 8:00 a.m. 5:00 p.m. The District has one full time employee and two part time employees. The District adopted a radio-read billing system in 2012. The District is currently serving approximately 414 water customers and approximately 500 sewer customers. Water and Sewer maintenance is contracted with the City of Alamosa. With the District joining the City of Alamosa in the regionalized water treatment facility, both entities have been able to meet the arsenic levels as set forth by the EPA. The District pays the City of Alamosa for treated water. Wastewater treatment is provided at the Regional Facility located in the City of Alamosa. In response to safety issues, increased wastewater usage, and age and deterioration, the Board of Directors had the # 1waste water lift station at 333 Santa Fe Avenue and the #2 waste water lift stations on Rio Grande Avenue replaced and the project was completed in the spring of 2016. The District continues to pursue regular maintenance and upgrade of its infrastructure. In 2018 the Board of Directors completed a leak detection project. No leaks were found during the leak detection process. The East Alamosa Water District implemented a Waterline Improvement and Replacement project in 2021. The project is replacing approximately 12,600 linear feet of waterline, partly consisting of AC pipe. As of December 2021, the project is approximately 50% complete. No. 2499. The EAWS Board expects to select an engineer by March 1, 2022.
