The Maryland Environmental Service is issuing this RFP to hire a consultant to develop a unit-based-pricing program for Montgomery County residents in single family households who receive curbside solid waste collection services provided by County-contractors. In addition, the selected consultant shall be capable of providing a financial impact analysis of the proposed program including impacts on the current fee structure. The County is interested in understanding if a unit-based pricing program is financially viable under the current business model of fee for service.
