Site work and new construction of a residential development in Langley, Kentucky. Completed plans call for the construction of a residential development; and for site work for a residential development.
Sealed bid documents for the following work will be received by the Division of Engineering and Contract Administration. Bids will be received through MOVEit as described in the manner and on the date hereinafter specified for the furnishing of all labor, materials, supplies, tools, appliances, equipment, services, etc., necessary for Judy and Freddie Moore, AML Project, Floyd County, Kentucky, as set forth in the specifications and on the drawings and approved by the Department for Facilities and Support Services of the Commonwealth of Kentucky and under the terms and conditions to this Request for Bid. No bidder may withdraw his bid for a period of thirty (30) days after the date set for the opening of bids. The Division of Contracting & Administration, Commonwealth of Kentucky, reserves the right to reject any and all bids and to waive all informalities and/or technicalities where the best interest of the Commonwealth may be served. All procurement questions shall be directed to buyer of record for this project. The Judy and Freddie Moore sites are located at 2643 Turkey Creek, Langley in Floyd County, KY, 41645. Judy's slide is located at coordinates Lat 37 29' 44.94", Long 82 47' 00.83" and Freddie's slide is coordinates Lat 37 29' 42.58", Long 82 47' 01.81". On April 4, 2018 a portion of the hillside at Judy Moore's residence became unstable and slid into the creek. Then on April 12, 2021 at Freddy Moore's residence (Judy's neighbor, no relation) became unstable and slid into the creek (which has been removed from the creek by the property owners). The slide area is approximately 20 feet by 20 feet at Judy's residence and 40 feet by 50 feet at Freddy's residence. Judy and Freddie Moore are concerned about the creek being blocked by the slides, if the slides get any bigger. Also, they are concerned about the safety of their homes, if the slides are not addressed. To address this concern, the slide areas will be stripped to bedrock to remove the threat of more sliding. All excavated earthen material will be placed on Rodney Moore's property as shown on the plan view. A temporary access road will be constructed using geogrid and a temporary low water crossing will be installed on Freddy's property, to access the slides as shown on the plan view. All excess material will be removed to the waste area as shown on the plan view. The cost estimate for this work includes plan quantity for the earthwork and additional items for site prep, revegetation, roadway stone, geogrid, and concrete for the driveway access area are included in the cost estimate. In total, the project area encompasses approximately 3.0 acres behind the house of Judy Moore and Freddie Moore as marked on the plans. This project will directly disturb the stream and a permit has been obtained for a temporary low water crossing to access the slides. This project will not address underground mine openings. No trees will be disturbed outside of the unstable landslide area. All areas disturbed by this project will be revegetated by means of the Standard AML Reclamation Seed Mixture. A quantity of Hydro mulching/Hydro seeding has been included to address revegetation of suitable portions of the landslide area following excavation. Cover crop is also provided in order to provide quick vegetative cover on any disturbed areas that will go undisturbed for at least two weeks, but not be ready for application of permanent revegetation. Sediment control will be provided by silk fences or straw bales along the Creek bank and other areas as needed.
