The lrsp will be a risk-based, data-driven, and collaborative effort. The lrsp should align with relevant existing city plans, caltrans' strategic highway safety plan (shsp), the local roadway safety manual (lrsm), and the safe systems approach as defined by the federal highway administration. The lrsp will engage with key stakeholders and the community; collect and assemble relevant data; conduct collision and roadway analysis; identify emphasis areas and countermeasures; create a prioritization methodology for traffic safety projects; identify and prioritize potential projects; develop a funding, implementation, monitoring, and evaluation plan. The outcome of this effort is a living document that will help the city evaluate traffic safety issues, prioritize resources, pursue funding, and achieve goals of improving traffic safety.
