This project was cancelled The City of San Mateo (City) is currently under a Regional Water Quality Control Board (RWQCB) Cease and Desist Order (CDO) requiring improvements to its collection system and the San Mateo/ Estero Municipal Improvement District (EMID) Wastewater Treatment Plant (WWTP) to eliminate sanitary sewer overflows and unauthorized discharges. The Clean Water Program (CWP) has been established to upgrade aging infrastructure, enhance reliability and provide capacity for wet weather flows in the collection system and at the WWTP, and comply with the City's 2018 National Pollutant Discharge Elimination System (NPDES) Permit requirements. The CWP will also address regulatory needs and will help the City achieve its sustainability goals by optimizing wastewater treatment and conveyance infrastructure, providing significant environmental benefits for the City and San Francisco Bay for many years to come. The City owns and operates the collection system serving San Mateo residents. The San Mateo/EMID WWTP is jointly owned by the City of San Mateo and the City of Foster City Estero Municipal Improvement District and is operated by the City of San Mateo. The plant is located at 2050 Detroit Drive, San Mateo, CA 94404 and treats residential, commercial and industrial wastewater from a service area including the City of San Mateo, City of Foster City, the Town of Hillsborough and parts of the City of Belmont and unincorporated San Mateo County. The sludge heating recirculation system is a critical part of the Wastewater Treatment Plant's (WWTP) anaerobic digestion system. In recent years, the system has been clogged with vivianite, reducing flowrates and thus the heat transferred from the boiler to the anaerobic digesters. The City has operated a temporary bypass system to since early 2020 to maintain flows to the anaerobic digesters, however this system is beginning to lose its effectiveness. The scope of this project is to replace and or reroute the 6-inch Sludge Heating Recirculation Loop (6" CS), with glass-lined ductile iron pipe, High-Density Polyethylene Pipe (HDPE) or an equivalent material with a proven ability to resist struvite and vivianite deposition. The Design-Build Entity shall perform all design and construction services, and provide all material, equipment, tools and labor, necessary to complete the Work described in and reasonably inferable from the Contract Documents. The system is critical to the operation of the anerobic digestion system and must remain in operation as the work is performed. The Design-Build Entity shall work with the City of San Mateo to develop a shutdown and sequencing plan to complete the work.
