The Division of Purchasing on Behalf of The Department of Housing and Community Development is seeking proposals for the Emergency Solutions Grant Program (ESG) The deadline for submitting questions is Thursday, February 10, 2022. The Town of Brookhaven Department of Housing and Community Development is the overall administrative agent for the Community Development Block Grant (CDBG) program, HOME Investment Partnership (HOME) program, Housing Opportunities for Persons with HIV/AIDS (HOPWA) program and the Emergency Solutions Grant (ESG) program, which are all funded through the Federal U.S. Department of Housing and Urban Development (HUD). These programs are intended to support the goals of providing decent housing, a suitable living environment and expanding economic opportunities for low- and moderate- income people. The Town of Brookhaven under the program requirements must submit an Annual Action Plan to HUD for approval of proposed activities to be undertaken during the program year. HUD's Emergency Solutions Grant program provides formula grants to participating jurisdictions to fund a number of quality emergency shelters and transitional facilities for homeless individuals and families. A strong emphasis will be set aside for homelessness prevention and rapid re-housing Funding available from the Town of Brookhaven Department of Housing and Community Development is received through an allocation from the U.S. Department of Housing and Urban Development (HUD). All requests for funding must comply with applicable requirements of the ESG Emergency Solutions Grant Program. Such requirements include being eligible for assistance and benefiting a clientele that is principally of low and moderate income. The Town of Brookhaven is dedicated to and obligated to the execution of its housing and community development activities in a manner that affirmatively furthers fair housing. The Towns activities and objectives are designed to address the needs of community residents regardless of race, color, religion, sex, disability status or national origin. The Fair Housing laws establish the right of all persons to be guaranteed access to housing devoid of discriminatory practices related to status. Title VI of the Civil Rights Act of 1968 along with the Fair Housing Amendments of 1988 (together known as the Fair Housing Act), and New York State Human Rights Law (NYS Executive Law Article 15, Section 296 et. Seq.) establish protected classes under those laws. Requirements The purpose of this annual Request for Proposal is to solicit proposals for eligible activities under the ESG Emergency Solutions Grant Program. Activities in this application must be consistent with the priorities identified in the Town's Five-Year Consolidated Plan and Annual Plan. Eligible and prohibited ESG activities are described in Title 24 CFR Part 576.100-576.501. Activities are required to comply with ESG Program regulations governing the income of program beneficiaries and allowable rents. The ESG Program also requires a 100% match and all applicants must be in good standing with the Continuum of Care. These funds may come from a variety of federal, state and local resources, and must be contributed, used and reported in accordance with the regulations. The Town of Brookhaven reserves the right to reject and declare invalid any or all bids and to waive any informalities or irregularities in the proposals received, all in the best interests of the Town.
