All questions are to be received by the end of business on Monday February 28th, 2022. proposals will be publicly opened and read at 9:15 A.M., Thursday, March 3rd, 2022. The proposed improvement consists of the construction of a 0.35-mile-long, 10' wide shared-use path comprised of 2" of hot-mix asphalt pavement on 6" aggregate base with 2' earth shoulders, earthwork, PCC sidewalk, PCC driveway pavement, pedestrian bridge, pedestrian and traffic signal improvements, miscellaneous drainage items, pavement markings, and performance of other related and appurtenant work. This project is being funded by SCCTD. Additionally, funds for this project will be made available through the Metro East Park and Recreation District. The local sponsor shall encourage 1) "minority" business firms to submit bids on the approved project and 2) successful contract bidders to utilize minority businesses as sub-contractors for supplies, equipment, services and construction with a Disadvantaged Business Enterprise (DBE) goal of 15%. Not less than the prevailing rate of wages as found by the County or the Department of Labor, or determined by the Court on review, shall be paid to all laborers, workmen and mechanics performing work under this contract. The successful bidder will be required to furnish a satisfactory Performance Bond or cashier's check as required in the bid documents. No Bidder may withdraw their bid for a period of thirty (30) days after the actual date of opening thereof. SCCTD reserves the right to reject any or all bids and to waive any informalities or technicalities in the bidding. Project consists of HMA pavement, PCC sidewalk, PCC driveway pavement, aggregate base, earthwork, miscellaneous drainage items, pavement markings, signage, pedestrian bridge, pedestrian and traffic signal improvements, and related items necessary to complete the project.
