This contract provides for the installation of approximately 434 linear feet of new 8" SDR-17 HDPE sewer line by directional drill within easement between Deer Street and Hodges Avenue. SPECIFIC This contract shall include all necessary labor, materials, equipment, tools, inspection, testing, and superintendence required for the complete and operable installation of the proposed project as shown on the contract plans and specifications. This contract includes, but is not limited to the following: 1. The Contractor shall install approximately 434 linear feet of new 8" SDR-17 HDPE sewer line by directional drill, all in accordance with the plans and specifications. 2. Contractor shall install one (1) new fiberglass manhole, all in accordance with the plans and specifications. 3. Contractor to remove and replace existing sanitary sewer manhole along the easement line with new fiberglass manhole, all in accordance with the plans and specifications. 4. Contractor shall provide bypass pumping to ensure continued operation of the collection system during the rehabilitation process. CONDITIONS ALONG THE ROUTES The Contractor's attention is called to various physical conditions along the routes as follows. 1. The Contractor shall take precautions to avoid damage to power lines, foundations, guy wires, and appurtenances. The Contractor shall observe all applicable OSHA and owner requirements while working near the overhead power lines including restriction of height of equipment. 2. During construction, the Contractor shall take the necessary precautions to avoid damaging existing utilities within the limits of the project site. SPECIAL REQUIREMENTS AND CLARIFICATIONS 1. The Contractor shall restore the work route to its original condition or better prior to acceptance by the Owner. 2. The Contractor shall contact the owner Mr. Tim Drake at (409) 246-3463 prior to starting any work within the project area. 3. Any changes in quantities will be addressed by change order and will have to be approved by the Owner before any work can be done. 4. All excess materials removed during the course of the project will have to be properly disposed of by the Contractor. A bid bond in the amount of 5 percent of the bid issued by an acceptable surety shall be submitted with each bid. A certified check or bank draft payable to the City of Kountze or negotiable U.S. Government Bonds (at par value) may be submitted in lieu of the Bid Bond. Funding for this project is covered under Section 3 of the Housing and Urban Development Act of 1968. All eligible bidders must comply with Section 3 requirement in regard to meeting or exceeding the required objectives for both hiring and subcontracting. In accordance with these objectives, contractors are required to direct their newly created employment and/or subcontracting opportunities to Section 3 Residents and Business Concerns. The City of Kountze reserves the right to reject any or all bids or to waive any informalities in the bidding. Bids may be held by City of Kountze for a period not to exceed 60 days from the date of the bid opening for the purpose of reviewing the bids and investigating the bidder's qualifications prior to the contract award.
