The project will consist of the replacement of park playground equipment with ADA compliant equipment and related site ADA improvements in and around Hammonton Lake Park within the Town of Hammonton. Accordingly, the Town of Hammonton will award the project to the qualified Bidder who submits the lowest responsible bid price for the total project construction. Bids must be on the official Bid Form which can be obtained from the Engineer, at the offices of ARH Inc., 215 Bellevue Avenue, Hammonton, NJ 08037 and accompanied by a Consent of Surety, a Non-Collusion Affidavit, other documents required pursuant to the specifications, and a certified check, cashiers check or bid bond in the amount of 10% of the amount bid but not in excess of $20,000.00, and be delivered at the place on or before the hour named above. Each Bid must state the name and address of person, firm and corporation interested in the same as a principal. Bids must be submitted in an opaque sealed envelope, addressed to the Town Clerk, Town of Hammonton, 100 Central Avenue, Hammonton, NJ 08037 and identified as Bid Hammonton Lake Park ADA Improvements Specifications provide for receipt of Bids by mail. Those Bids which are mailed to the contracting unit shall be sealed, properly marked, and shall only be opened for examination at such time and place as all Bids received are unsealed and announced. The Mayor, Town Council, and its Solicitor (hereinafter referred to as Owner) will be the sole discretionary body for consideration or rejection of the Bids. WITHDRAWAL OF BIDS: Any Bid may be withdrawn prior to the above scheduled time for the opening of Bids or any authorized postponement thereof. Bids received after time and date designated shall not be considered. No Bidder may withdrawal a Bid for a period of sixty (60) calendar days after the actual date of the opening thereof. AFFIRMATIVE ACTION REGULATIONS: Bidders are required to comply with the requirements of P.L. 1975, c.127 (NJAC 17:27). CONTRACT COMPLETION: Construction shall commence at the project site within fourteen (14) calendar days after the date to be specified in the written 'Notice to Proceed' by the Engineer and shall be completed within 60 calendar days from the date the written 'Notice to Proceed' is given, unless otherwise agreed to. PREVAILING WAGE REQUIREMENTS: Prevailing wage rates are provided within the Bid Documents. Reference is made to the United States Department of Labor Rates (Davis - Bacon Wage Act) and New Jersey State Department of Labor. The Contractor is required to use the higher of the two rates for this project. PUBLIC WORKS CONTRACTOR REGISTRATION ACT: The provisions of the New Jersey Public Works Contractor Registration Act are requirements of this project. BUSINESS REGISTRATION CERTIFICATE: The provisions of the New Jersey Business Registration Requirements shall be adhered to on this project. Governor, Commissioner New Jersey Department of Community Affairs Please note there is also local funding through the Town of Hammonton for some of the activities on this project. SAMs Registration: There is a requirement for the Contractor and any Subcontractor to be registered with SAMs. Contractor and any Subcontractor shall submit copies of their current registrations, or application for registration with the bid. Contractor and any Subcontractor must submit the completed registration to the Owner once obtained. SAM renewals must be submitted during the course of the project.
