As of April 12, 2022, a design engineer has been selected. Bidding is anticipated to take place in mid May of 2022. *The previous solicitation is listed below for reference The City of Dubuque has identified the need to replace the existing 6" water main on Althauser Street and Eagle Street between Viola Street and Althauser Street. The existing water main was constructed in 1922 and 1923 and has had numerous breaks in recent years. The existing sanitary sewer will need to be evaluated. It's anticipated that the main will require lining at the very least. City staff will assist in televising the existing sanitary main. The City of Dubuque, Iowa is seeking responses from industry leading, highly qualified professional consulting firms to work alongside the City to design and construct the project. The City also prefers that the Consultant be responsible for supervising any work that may be sub-contracted, including third party inspection firms. Based on written recommendation and agreement between the Consultant and City, the City shall enter into sub-consultant contracts independent of this contract if required. After a professional services agreement is negotiated, the City anticipates the Consultant will immediately begin the design work and assist city staff preparation of bidding documents; assist the City through award phases, and, perform supervision of the work, as requested. The City anticipates bidding this project in May 2022 with a final project completion date of August 2022. The Consultant's focus will be to provide a complete design and bidding package for the replacement of the water main, replacement of the sanitary sewer and restoration of the street pavement. The Consultant should demonstrate in the RFP response how they are best qualified to satisfy the Scope of Services. Any questions concerning this proposal must be received on or before 12:00 p.m. CDT on February 20, 2022. Any inquiries received after this date will not be answered. When submitting a question to the Project Manager, please include the appropriate Consultant contact information. From the date of issuance of the RFP until final City action, the Consultant shall not discuss the RFP with or contact any other City of Dubuque staff or any of the Selection Committee members except as expressly authorized by the City's Project Manager identified in this section (Section 7.0). Violation of this restriction will be considered a violation of the rules and be grounds for disqualification of the Consultant's proposal.
