Site work for a water / sewer project in Topeka, Kansas. Conceptual plans call for site work for a water / sewer project.

The Utilities Department is requesting proposals for professional engineering services for City of Topeka Project No. T-281245.04 SE Gemini Avenue and SE Aries Avenue Water Main Replacement Project. The services include providing engineering design and construction documents for a water main replacement project. The design of the project is anticipated in 2022, with construction beginning in the early spring 2023 and continuing through summer of 2023. The City of Topeka provides potable water service to approximately 53,000 retail accounts, five rural water districts (RWDs), and the Metropolitan Topeka Airport Authority. The estimated service area population, including the population served via the RWDs, is approximately 147,000 people. The City owns and maintains a 63 million gallons per day (MGD) water treatment plant, nine booster pumping facilities, 10 distribution storage facilities, and almost 900 miles of distribution system piping. The Utilities Department is responsible for planning, constructing, operating, and maintaining all water supply, treatment, and distribution facilities in the system, and for monthly billings for the water, wastewater, and storm water services, as well as for Shawnee County Solid Waste services. This project will produce a set of drawings and a project manual for a water main replacement project. The project will be designed and constructed in accordance with the City of Topeka and Shawnee County Standard Technical Specifications. Basic Services provided may include, but are not limited to the following: A. Meet with City staff at critical stages throughout design. B. Perform field and topographic surveys as necessary. C. Determine the alignment for the water line improvements. D. Perform investigative soil borings. E. Coordinate with other City utilities and private utility owners. F. Prepare temporary easement, permanent easement, and/or right-of-way descriptions as necessary. G. Develop and submit conceptual drawings (30% complete) with an estimate of probable construction costs (EPCC). H. Develop and submit field-check drawings (60% complete) and an updated EPCC. I. Develop and submit office-check drawings and project manual (90% complete) and an updated EPCC. J. Develop and submit final drawings, project manual, invitation to bid, bid form, and a final EPCC for the purpose of bidding the project. K. Facilitate two public meetings: the first public meeting is to be held after the office check plans have been prepared to allow for public input, and the second public meeting is to be held after the project has been awarded to inform the public about the details of construction including phasing, traffic control and estimated start and end dates. The purpose of both meetings is to inform the public. L. Facilitate the pre-bid meeting. M. Respond to questions from prospective bidders as necessary. N. Prepare addenda as necessary. O. Prepare a tabulation of bids and make a recommendation of award for construction. P. Review submittals. Q. Provide construction administration services such as review pay, applications, attend periodic inspections and provide plan revisions to address unexpected situations. R. Prepare as-built plans incorporating field notes. All information submitted becomes the property of the City of Topeka. Proposals received after the time indicated in this request will not be considered. Proposals are to be limited to a total of 10 (ten) pages (not counting front and back cover, cover letter, table of contents, and section dividers) using margins not smaller than 1.0" and font size not smaller than 12. The proposal should include the following: Project understanding Project approach Company background Demonstrated ability to meet deadlines for submission of concept, field check, office check and final plans Similar experience Project team Proposed design schedule Exhibit (limit 1 page; 8"x11.5" or 11"x17"; e.g. preliminary alignment for the Project). The City will review all submittals and select the firm deemed most qualified to begin the contract scope/fee negotiation process. If the City and the selected firm cannot agree on scope and/or fee, the City may terminate negotiations and select another firm. Furthermore, the City may elect to interview one or more firms prior to making its selection. Proposal evaluation scoring will be based primarily on the following considerations: 20% Project understanding and approach 15% Similar experience 20% Demonstrated ability to meet deadlines for submission of concept, field check, office check and final plans 20% Qualifications, and accessibility of personnel assigned to the Project 5% Project team organization 10% Familiarity with the City's water distribution system and Water Division staff 10% Proposed design schedule The method of contractor selection has not been determined at this time
