All such changes or addenda shall become a part of the contract and all contractors shall be bound by such changes or addenda. Under 2012 PA 517, an Iran Linked Business, as defined therein, is not eligible to contract with the City and shall not submit a bid. The City's acceptance of a bid and approval of the award of a contract shall not constitute a formed contract, and the acceptance of a bid and award of a contract shall be contingent and conditioned upon the parties' entry into and execution of a written agreement acceptable to the City.
