The Cuyahoga Metropolitan Housing Authority (CMHA) is soliciting proposals from qualified, as appropriate UPCS certified and insured entities to perform Uniform Physical Condition Standards (UPCS) Inspections at all of our locations. The UPCS inspections must be in accordance with the Department of Housing and Urban Development (HUD) UPCS Inspection Protocol. Additionally, CMHA will require the vendor to be trained in the next version of HUD inspections protocol - NSPIRE and will anticipate that annual inspections deficiency results will be presented in both protocols formats. 2022 annual inspections will begin at a day/time to be negotiated. However, they may be required as early as immediately upon contract award and all 2022 UPCS inspections will conclude at a mutually- agreed-upon date, possibly as early as April 30, 2022. All future inspections shall begin in January on the first business day following the New Year holiday. The term of this Contract will be for a two-year period with a one (1) year renewable option effective as of the date that the first services are rendered in connection with the activities described in Section II - Description Of Services, or on the date of execution of the contract, whichever is first and will continue until funds are exhausted, unless the contract is modified in writing by the Contract Administrator. The proposed Cost for the Services provided under the contract should be detailed with narrative. CMHA, at its sole discretion, may award one or more contracts to perform the services defined in Section II. Unless otherwise stated herein, there will not be a pre-proposal conference for this solicitation. Proposals should be prepared in accordance with the instructions outlined and will be evaluated by CMHA as stated in the evaluation factors for award in the RFP. CMHA reserves the right to reject any or all proposals received and waive any informality in the proposals received whenever such rejection or waiver is in the best interest of CMHA. The work to be performed under the contract is subject to the requirements of Section 3 of the Housing and Urban Development Act of 1968, as amended. CMHA is a Political Subdivision of the State of Ohio and is exempt from all taxes.
