This Design and Build Project involves high voltage utility electricity, transformer installation, high voltage primary wiring, and secondary wiring at Beech Street and Hillside and switchgear replacement at Hillside Middle School with provisions of project management, equipment, materials, installation, quality control and delivery as specified in this RFP. The City will enter into a written contract utilizing a completed contract for small projects (exhibit F) and a purchase order to the selected contractor who will be responsible for the supply and completing all aspects of the project as defined in this RFP. The contractor will conduct a thorough review of all of the requested work and must take responsibility for the entire contract, scope of work as detailed in the drawings and provide the City with a one year warranty starting once all work is 100% completed and approved by the owner. The start date is to be coordinated with the owner but assumed to be around late Mid June 2022 and with all materials on site. The Owner will partially occupy the existing facility during this timeframe and the contractor will need to anticipate the operating schedule. A 10% Bid Bond for the highest total bid amount from an authorized bonding agent is required to be submitted with the bid. Selection of the successful bidder will be in accordance with Chapter 39: Procurement Code of the City of Manchester, Code of Ordinances. The Chief of Facilities reserves the right to waive any irregularities, reject any or all bids, and to accept the bid that appears to be in the best interest of the City. Failure to submit all information called for may be sufficient for disqualification. The Department of Public Works reserves the right to extend the contract for a period of up to three years, to the successful bidder or bidders after the issuance of a contract or purchase order.
