Project has been Rejected. 2022 Spring Targeted Street Paving The City of Owensboro is seeking a reputable contractor to provide all labor, material, supervision, equipment, construction staking, and incidentals necessary to rehabilitate certain streets by removal of areas that indicate base failures and reconstruction of these failed areas, milling and texturing the existing street surface to remain in place and resurface the streets, all as directed by the City Engineer. The City of Owensboro reserves the right to reject any and all bids and to waive any irregularities in said bids. This project is being funded through the City of Owensboro's General Fund. Funding is limited. The City reserves the right to reject any and all bids based on availability of funds. The City also reserves the right to deduct streets from the list during the project due to availability of the funds. The Contractor shall be pre-qualified with the Kentucky Transportation Cabinet to do the work as described in these bid documents and the contract documents. The Contractor shall note the following completion dates: Final completion for the Base Bid Items shall be on or before Thursday, June 30, 2022. The Bidder agrees to pay, as liquidated damages, the sum of One Thousand Six Hundred and Fifty Dollars ($1650) per calendar day for every consecutive calendar day past the respective completion dates for the Base Bid and the Add (Add/Alt), if awarded. The City shall have the right to deduct out of any retainage these monies owed by the Contractor to the City. If the monies owed at the end of the project are in excess of the amount being retained, then the Contractor shall pay to the City the balance due The Contractor must be Pre-Qualified with the Kentucky Transportation Cabinet to perform work for the Cabinet on similar projects. The Bidder must submit proof of Pre-Qualification with this bid prior to acceptance. The Prime Contractor must perform a minimum of 51% of the labor on this project. Any Sub-Contractors must be listed on the forms provided. These Sub-Contractors will be held to the same level of service as the Contractor, and they will also be required to be Pre-Qualified with the Kentucky Transportation Cabinet to perform work on similar projects. Each bid must be accompanied by cash, Cashier's Check, or a Bid Bond duly executed by the Bidder as principal and having as surety thereon a surety company approved by the City, in the amount of five percent (5%) of the bid. Such checks will be returned promptly after the City and the accepted Bidder have executed the contract, or if no award has been made within thirty (30) days after the date of the opening of bids, upon demand of the Bidder any time thereafter, as long as he has not been notified of the acceptance of his bid. Please Note: Personal Checks and Business Checks are not allowed. PERFORMANCE BONDS: The Contractor will be required to furnish a 100% Performance Bond. Bond shall be furnished within ten (10) working days after receipt of award notification. Should the Contractor fail to perform as indicated herein the City reserves the right to procure the required services elsewhere at its discretion, either temporarily or permanently, and to either suspend or cancel all or part of the contract. Should such action be taken, the Contractor shall be responsible for all excess costs incurred by the City. In addition, should the Contractor fail to perform as indicated herein the Performance Bond may be forfeited in part or in its entirety. PAYMENT BOND: The Contractor will be required to furnish a payment bond in an amount equal to 100% of the contract amount to assure payment as required by any or all persons supplying labor and materials in the execution of the work provided herein. Bond shall be furnished within ten (10) working days after receipt of award notification. Attorneys-in-fact who sign Bid Bonds, Payment Bonds, or Performance Bonds must file with each bond a certified and effective dated copy of their power of attorney.
