The bids shall be submitted in duplicates, sealed and clearly marked "Interior Renovations to Porter Township Municipal Building". Faxed bids or electronically submitted bids will not be accepted. Bidder's proposals must be accompanied by a certified check, certified bank treasurer's check, bank cashier's check or bid bond in an amount equal to 10% of the base bid together with 10% of the aggregated sum of all additive alternates. The surety will name as payee or oblige the Township of Porter. The successful bidder shall be required to submit Performance Bond and Labor and materials Payment Bond, along with Certificate of Insurance. Bids may be held by the owner for a period not to exceed 30 days from the date of opening of Bids for the purpose of reviewing the Bids and investigating the qualifications of Bidders prior to awarding the Contract. The contract documents may contain requirements addressing Prevailing Wage Rates of the Commonwealth of Pennsylvania, Labor Standards, Non-discrimination in hiring practices, Goals for Minority and female participation, E-Verify Compliance and any other related matters. The Prevailing Wage Rates of the Commonwealth of Pennsylvania will not be applicable if the Base Bid amount is under $25,000.00. It is the responsibility of the bidder to acquaint himself/herself with all conditions relating to the work, the site and the existing building Please note that any and all substitutions and changes in materials and details shall be approved by the Owner and the architect, in writing, prior to the bid opening and no substitutions or changes shall be allowed once the contract is awarded. The Porter Township (Owner) is not legally obligated in any manner to accept any bid or award a contract. The Owner reserves the right to reject any or all bids and to waive any informality in the bidding and the owner will award the contract to the bidder whom the owner considers to be most qualified, responsible low bidder, regardless of the bid amount. The owners decision will be final.
