The U.S. Army Corps of Engineers, New England District (NAE) is issuing a Special Notice to notify industry of an upcoming request for proposal for an Indefinite Delivery/Indefinite Quantity (IDIQ) contract for Environmental Remediation Services at the Former Nike Battery PR-58 and Disaster Village Training Area Formerly Used Defense Site (FUDS) (PR-58 site) in North Kingstown, Rhode Island. This procurement will be set-aside for small businesses. The NAICS code for the work described below is 562910 (750 employee size standard). The estimated cost of the work covered by this Special Notice is up to $25 million. The solicitation is planned to be issued on or about March 2022. The contract is scheduled to be awarded in late July 2022. Background: The PR-58 site property, which comprises approximately 44 acres, is bounded by the former Perimeter Road (now a bike path) to the north, Seabee Avenue to the east, Newcomb Road to the west, and Babcock Road to the south. Most of the Property is currently owned by the Quonset Development Corporation (QDC), a special purpose subsidiary of the Rhode Island Economic Development Corporation (RIEDC), except for approximately 1.7 acres in the southwest corner of the Property that was purchased by Chipster, LLC in 2008. The Property is abutted on the North and West by residential areas. The parcel to the east and south of the Property is currently owned by the Navy and was previously occupied by the Davisville Naval Construction Battalion Center (NCBC). QDC has a Lease in Furtherance of Conveyance (Lease No. N62472-98-RP-00035). This parcel will transfer to QDC once there is a Record of Decision (ROD) for the Property and the remedial action has been implemented. The PR-58 site was previously used by the U.S. Navy as a military camp from 1942 until the end of World War II, by the U.S. Army as the Nike Battery PR-58 from 1954 to 1962, by the U.S. Navy as the DVTA from 1964 to 1974, and by Peabody Clean Industries (PCI) for hazardous materials storage and treatment from 1980 to 1983. Historical operations conducted on the PR-58 site resulted in releases of hazardous materials and impacts to environmental media from chlorinated volatile organics (CVOCs). The CVOCs observed in environmental media on the Property were 1,1,2,2-tetrachloroethane (TeCA), tetrachloroethene (PCE), trichloroethene (TCE), and their degradation products: 1,1,2-trichloroethane (TCA); 1,1-dichloroethene (DCE); cis-1,2-DCE; trans-1,2-DCE; and vinyl chloride (VC). Multiple lines of evidence suggest that the CVOCs were released on the Property in the form of dense non-aqueous phase liquid (DNAPL). Investigations indicate that residual DNAPL is still present in the deeper unconsolidated overburden deposits and bedrock fractures in an area approximately 1/3 acre in size beneath the Property, which is referred to as the "Source Area." The Remedial Investigation/Feasibility Study report for the PR-58 site was completed in 2016 and the Proposed Plan completed in 2018. The Proposed Plan's preferred alternative for the property was the Unlimited Use and Unrestricted Exposure (UU/UE) alternative which includes thermal treatment in the contaminant Source Area, where the highest concentrations of chlorinated volatile organic compounds (CVOCs) are present in the soil, groundwater, and bedrock fractures; and reductive dechlorination in the downgradient groundwater plume(s) of dissolved CVOC contamination. This alternative was chosen because it provides both short and long-term protection of human health and the environment: reduces the toxicity, mobility, or volume of contaminated groundwater through treatment, to the maximum extent practicable; utilizes permanent solutions; and uses land use restrictions to prevent unacceptable exposures during implementation of the remedy until remediation goals are attained. The Decision Document for the PR-58 site was completed in June 2019. The source area has been defined as the area of the PR-58 site where CVOCs), primarily trichloroethene and tetrachloroethane, have been identified at concentrations greater than 10,000 ug/Kg in soil and/or 70,000 ug/L in groundwater, and includes the deeper unconsolidated overburden deposits and bedrock fractures with residual DNAPL in an area approximately 1/3 acre in size beneath the site. The exact vertical and horizontal extents of the source area are not currently well defined with the limited data available. The vertical extent consists of 25-45 feet of unconsolidated deposits underlain by approximately 40 feet of basal glacial till and weathered bedrock and at least 60 feet of competent bedrock with known contamination. The total depth of the source area in the bedrock is not well defined at this time but it appears that the treatment zone will extend no deeper than 100 feet below ground surface. The objective of the remediation is to aggressively remediate and render the Source Area suitable for UU/UE in the long term. The selected Source Area remedy in the 2019 Decision Document is in-situ thermal treatment using either electrical resistance heating (ERH) or thermal conduction heating (TCH). Initial pre-design investigation and bench test findings have identified that TCH is the more feasible technology for the Source Area remediation. Project specific task orders for Source Area remediation will be issued under the basic contract. All available site-specific information in the USACE's possession will be provided during the base IDIQ solicitation and each issued task order. The proposed solicitation will include all the necessary services required to successfully meet all performance objectives of the Performance Work Statement (PWS) to remediate the Source Area by TCH, which include completion of pre-construction field, bench and pilot test investigations to fill data gaps related to the TCH design for the Source Area only. The work shall comply with all applicable Federal, State, and local laws and regulations to successfully complete all performance objectives of this PWS in a manner that is consistent with any applicable orders and permits and relevant Department of Defense (DOD) and Army policies for the duration of this IDIQ. This is not a request for proposals at this time; the pre-solicitation notice, solicitation requirements and contract documents which will include instructions for submission and the response date will be posted on or about March 2022. This notice is for information purposes only and it not a request to be placed on a solicitation mailing list nor is it a Request for Proposal (RFP) or an announcement of a solicitation.
