All bidders shall be licensed in accordance with provisions of the Business and Professions Code and shall possess a State Contractor's license, Class A and C-8, at the time of bid submittal. The successful Contractor and his subcontractors will be required to possess business licenses from the City. The work to be done consists of furnishing all labor, materials, tools, equipment, and incidentals as required by the Plans (Appendix "F" and "G"), and Contract Documents. The general items of work include the removal and reconstruction of existing PCC curb, gutter, sidewalk, curb ramp, driveway approach, cross gutter, spandrel and asphalt concrete pavement, base material, native soil, and other material; restoration of landscaping and irrigation system; restoration and/or installation of traffic/thermoplastic striping, legend, and marking, raised pavement marker, and curb address painting; and other items not mentioned that are required by the Plans and Specifications. Clean up and leave in an operable and acceptable condition all the work and other items not mentioned that are required by the Plans and Specifications. The work shall commence within fifteen (15) calendar day after the date set forth in the "Notice toProceed." All Base Bid work shall be completed in its entirety within forty (40) working days from said date. All queries related to the Project shall be submitted electronically to the City Engineer at cityengineer@lcf.ca.gov no later than March 3, 2022. All Addenda, if any, will only be posted on the City's website. It shall be the Bidder's responsibility to check the City website for any addenda. Each bid shall be made on the proposal form furnished by the City and shall be in accordance with the Plans, Specifications, and Contract Documents and shall be accompanied by a certified check, cashier's check, or bidder's bond, payable to the City in a sum not less than ten percent (10%) of the amount of the bid, as a guarantee that the bidder will enter into the contract for the work, the full amount of such guarantee to be forfeited to the City should said bidder fail to enter into said Contract. The successful bidder will be required to furnish a Faithful Performance Bond in the amount of not less than one hundred percent (100%) of the contract price, and a Labor and Material Bond in an amount of not less than one hundred percent (100%) of the contract price, said bonds to be underwritten by sureties qualified to do business in the State of California, carrying a rating of A+ or better, in the current edition of Bests Insurance Guide. Any contract entered into pursuant to this notice will incorporate the provisions of the State Labor Code. Pursuant to the provisions of the California Labor Code Section 1773.2, the minimum prevailing rate of per diem wages for each craft, classification, or type of worker needed to execute the Contract shall be those determined by the Director of Industrial Relations of the State of California, which are on file in the Public Works Department at City Hall and are available to any interested party on request. A 5 percent retention will be applied in this Contract. The Contractor may elect to receive 100 percent of the payments due under the contract without retention of any portion of the payment by the City, by depositing securities of equivalent value with the City in accordance with the provisions of Section 4590 of the Government Code. Said securities if deposited by the Contractor shall be valued by the City whose decision shall be final. The City reserves the right to reject any or all bids, to waive any informality in a bid, and to make awards in the interest of the City. No bidder may withdraw his bid for a period of thirty (30) days after the bid opening. Engineer's Estimate Base Bid: $110,000 - $130,000 *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. OPENING OF BID PROPOSALS. The bids will be publicly opened and read at 2:00 p.m. on Thursday March 10, 2022, at the said City Hall, and the results will thereafter be referred to the City Council for consideration at a subsequent meeting.
