The City of Garden Grove (City), through its Community and Economic Development Department is seeking Request for Proposals (RFP) and fee proposals from highly qualified consulting firms that have specific and demonstrable experience in the Public Private Partnership (P3) arena, particularly the hybrid DBFOM procurement process for municipal government buildings (including public safety facilities) within a Civic Center campus and related private development. Other Details All questions regarding this RFP shall be submitted in writing to Lisa Kim, Assistant City Manager at lisak@ggcity.org no later than Wednesday, March 2, 2022 by 4:00PM (PST). Proposals shall be clearly labeled in a sealed envelope or box as follows: "RFP for P3 Project Feasibility and Project Management Consulting Services--Garden Grove Civic Center Project" 2. Submission Instructions Proposers shall submit one (1) original proposal marked "ORIGINAL" and four (4) identical copies marked "COPY". In addition, an electronic copy and the cost file shall be saved as two separate PDF readable files on one CD/USB flash drive. All copies of the proposal must include a signed cover letter and be incorporated into the proposal submittal. This cover letter must include a declaration that the only person, persons, company, or parties interested in the proposal as principals are named herein; that the proposal is made without collusion with any other person, persons, company, or parties submitting a proposal; that it is in all respects fair and in good faith without collusion or fraud, and that the signer has full authority to bind the Proposer.
