Site work and paving for a mixed-use development in Long Beach, California. Completed plans call for site work for a sidewalk / parking lot; for paving for a sidewalk / parking lot; and water / sewer project.

Contract Title: Repair Concrete Sidewalk, Replace Fire Hydrant, VA Long Beach Healthcare System, 5901 E. 7th Street, Long Beach, CA 90822. 3. Background: The sidewalk that runs up Carob Road from Sam Johnson to Palm Road is in need of Repairs due to the trees lifting the Sidewalk creating tripping hazards and uneven walkways. The fire hydrant is old and, in the sidewalk, causing an obstruction in the walking path causing the need to be moved and replaced. 4. Scope. Contractor shall provide all labor, parts, materials, equipment, and Supervision required to perform all work required to repair the existing sidewalk on the Southwest side of Carob Road. Contractor shall secure work area, to include all safety barriers, signage, Pedestrian and Vehicular Traffic control. Contractor and Employees shall report to the COR, Keith Didrickson, for the issuing of Temporary ID Badges from the VA Police Department, that are to be worn at all times while on VA Property. Supervisor: 30 Hour OSHA Construction Safety Training. Personnel: 10 Hour OSHA Construction Safety Training. 5. Specific Tasks. Contractor shall secure the work site with Delineators, Safety Barriers, Plywood, Caution Tape and Traffic Control. Contractor shall place 44 L/F of protective barriers at Bldg-5 that run along the existing sidewalk to protect Glass Panels on the Building. Contractor shall sawcut, demo and remove 400 L/F of existing sidewalk, ramp, curbing, curb and gutter and Handicapped ramp and dispose of at an appropriate dump site. Contractor shall remove existing concrete to achieve new walk at no more than 2% cross fall. Contractor shall place five (5) new ADA Ramps, walkways curb and gutter with Truncated domes for new ADA ramps as needed. Contractor shall place 4" thick concrete with #3 rebar 16" on center in grid fashion. Contractor shall install expansion joint between existing concrete mounted coble stone. Contractor shall drill and dowel into existing curb for new sidewalk. Contractor shall have control joints 8' on center. Contractor shall install expansion joints every 40'. Joints shall be felt, doweled, and caulked. Contractor shall dowel all new concrete into preexisting concrete. Remove, Relocate and Replace Fire Hydrant #21A. Contractor shall install Safety Barriers and signage. Contractor shall coordinate with Pipe Shop personnel prior to excavation and removal of existing Fire Hydrant #21A and foot valve. Contractor shall excavate area around Hydrant and Valve Box to expose the piping. The approximate depth of Horizontal piping and valve box is 5' to 6'. Contractor shall install proper shoring, which must be met for depths greater than 4'. OSHA requires a step-down method. Contractor shall remove existing Fire Hydrant, Foot Valve, Riser, Thrust Block, and section of Horizontal piping to the main. Contractor shall take note of type of piping found during excavation, type of pipe being Ductile, Cast Iron or Transite. If Transite Piping is found, VA Safety Department must be notified, as Transite Pipe contains Asbestos. All appropriate SCAQMD requirements and Notifications / Disposal Procedures will be followed. (Refer to ACM specifications in Division 1 of Master specifications), specific line-item cost in proposal. Contractor shall install new 6" Clow 2065 Wet Barrel Fire Hydrant (Painted Red) with Isolation Foot Valve, 5' to 10' from Hydrant per City of Long Beach, Fire Department Standards, Pipe shop to provide specifications. Hydrant will have Fiber Glass, candy cane striped locator rod, with red flag. Hydrant # to be painted with 2-1/2" White letters. Contractor shall install new Irrigation if removed and match preexisting conditions. Contractor shall install new Hydrant and Piping using flanges and mechanical couplers, appropriate to pipe type. Contractor shall install new piping on a 6" bed of sand, all mechanical joints / couplings shall be wrapped with 6 mil plastic sheeting and new Thrust Block shall be installed on Vertical Riser, entire Hydrant system back to main (Thrust Block) shall be encased in 3500 PSI concrete once complete. Contractor shall ensure new Hydrant is installed 2' from curb, breakaway flange shall be installed 2" to 4" above grade surface. Contractor shall install new valve boxes (Painted Red) encased in concrete. Contractor shall install two (2) 4" bollards Painted Yellow, filled with Concrete, 8 feet in length, with 4 feet above grade, around Hydrant for protection from vehicular traffic. Contractor shall install a 4' x 4' x 6" Concrete Pad with 3500 PSI Concrete with 6" base and #3 rebar, 18" x 18" for new Fire Hydrant. Contractor shall recess BLUE reflector into roadway, in line with Hydrant. Contractor shall back fill area and re-landscape to match existing. Contractor shall repaint traffic curbing Red. Contractor shall test for Bacteria, (50 CFU or less) Flush, Chlorinate and test system for normal operations. Estimated Completion Time: 90 Calendar Days. IAW VAAR 36.204 - Disclosure of Magnitude for the project: Between $100,000 and $250,000 Offerors are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of performing these services. In no event shall failure to inspect the site constitute grounds for a claim after contract award. There will only be one (1) organized site visit. It will be held on Tuesday, March 15, 2022 @10:00 AM Local Time. Participants will meet COR at VA Long Beach Medical Center, in front of Engineering, Bldg 5C. Attendance is not mandatory; however, all offerors are strongly encouraged to attend. REQUEST FOR INFORMATION (RFI) Interested offerors must submit any questions concerning the solicitation no later than Monday, March 21, 2022, 10AM Local Time. Questions must be submitted via email edna.sanchez@va.gov No questions will be answered after this date/time unless determined to be in the best interest of the Government as determined by the Contracting Officer. Questions will be responded to as necessary in amendment format, and if applicable, will be posted to Contract Opportunities at https://beta.sam.gov/. SUBMISSION OF QUOTE Quotes are due on or before Thursday, March 31, 2022 @ 2PM Local Time via email to: edna.sanchez@va.gov The following documents are to be included in the submission: 1. Quotation in any vendor format OR; Complete and sign SF 18 Request for Quotations, blocks 13-16, and Enter quotation amount in Section A.2 Price/Cost Schedule. BONDS For an award amount greater than $35,000, the Contractor must furnish a Payment Bond (Standard Form 25A) or an alternate payment protection as described in 52.228-13 Alternate Payment Protections (July 2000) 10 Calendar Days after award. BASIS FOR AWARD Contract award will be made in accordance with FAR Part 13 - Simplified Acquisition Procedures. Contract Award will be based on: PRICE-ONLY RESPONSIBILITY REQUIREMENTS A responsibility check will be accomplished for the apparent awardee prior to award. Checks of the Vendor Information Pages (VIP) database (to insure apparently successful offeror is a verified Service-Disabled Veteran-Owned Small Business (SDVOSB), System for Award Management (SAM) database (Central Contractor Registration, Online Representations and Certifications, and Excluded Parties List System to insure registrations are current, valid, and no debarment records exist. Any information retrieved or received by the Government that would be cause for negative or unsatisfactory responsibility rating may result in the offeror being determined ineligible for award. Wage Rate Determination *The value for this project is based on a financial range.
