The Luzerne County Flood protection Authority (LCFPA) is responsible for the operation and maintenance of the 16-mile Wyoming Valley Flood Risk Management Project, Luzerne County, Pennsylvania. The Coal Creek Diversion Channel, located in Plymouth Borough, is a component of that system. Tropical Depression Ida in September 2021 caused flooding along Coal Creek within Plymouth Borough. The storm deposited debris consisting of cobbles, rocks, and sediments through the channel which eventually collected in the box culvert and settling basin sections of the concrete structure. LCFPA staff performed emergency debris removal operations to maintain flow within the channel. There remains approximately 7 cubic yards of cobbles/rocks within the box culvert and approximately 270 cubic yards of cobbles/rocks/sediments within the settling basin. An estimated quantity of 277 cubic yards is scheduled to be removed through this contract. The Work consists of, but is not limited to, mobilization to the site. removal of all existing cobbles/rocks/sediment debris from the box culvert and settling basin components of the concrete structure, hauling of the debris to the disposal site, restoration of the earthen embankment adjacent to the structure as applicable, and de-mobilization. Clarification deadline 3/10/2022 12:00 PM Submitted bids must be accompanied by a certified check, bid bond, bank cashier's or trust company treasurers check as Bid Security in the amount of ten percent (10%) of the total amount of the bid made payable to the Luzerne County Flood Protection Authority. If the Bidder shall fail or refuse to enter into the contract after being given the award, the Bid Security shall be used as liquidated damages by the Authority for the Bidder's failure or refusal to comply. All bidders are hereby notified that all work under this contract is governed by the labor standards, and wage determination decisions issued by the Pennsylvania Department of Labor and Industry and are included in the Contract Documents. The Luzerne County Flood Protection Authority reserves the right to reject any or all bids and to waive informalities in the Bidding. BIDS may be held by OWNER for a period not to exceed sixty (30) days from the date of the opening of BIDS for the purpose of reviewing the BIDS and investigating the qualifications of Bidders prior to awarding the CONTRACT.
