DUE TO SYSTEM GLITCHES, THIS SOLICITATION POST IS INTENDED TO BE USED FOR BIDDING PURPOSES FOR SOLICITATION W912P522B0006. PROJECT: Barkley Dam, Spillway Gates Mechanical and Electrical Rehab The contract resulting from this solicitation will consist of removing and replacing the existing mechanical components and electrical systems of the spillway gates at Barkley Dam in accordance with the plans and specifications. The NAICS code for this project is 237990 (Other Heavy and Civil Engineering Construction), with a small business size standard of $36.5 million. The magnitude of this project is more than $10,000,000. The documents describing this requirement are provided by attachment and are listed in DFARS Clause 252.236-7001, contained herein. TYPE OF SET ASIDE: This is a Total Small Business Set-Aside in accordance with FAR 19.502-2.Central Contractor Registration and ORCA are now available through the System for Award Management (SAM), available at www.sam.gov. Bidders must comply with the requirements of FAR 52.204-7, 52.232-22, and any other CCR/ORCA requirements in this solicitation through SAM. Please note: SAM is completely free of charge for both registrants and use. TECHNICAL PLANS AND TECHNICAL SPECIFICATIONS: In order to receive access to the technical plans and specifications for this requirement, vendors must submit a Site Visit Form (FN Pre_Bid or Site Visit Form JAN 2019.pdf OR US Citizen Pre_Bid OR Site Visit Form JAN 2019.pdf) via email to Alison.T.Abernathy@usace.army.mil Amendment 1, W912P522B0006 A00001 PROJECT: Barkley Dam, Spillway Gates Mechanical and Electrical Rehab PURPOSE: The purpose of this amendment is to: 1) Change the site visit date to August 2, 2022 at 10:00 am Central Time 2) Edit FAR 52.236-27 (Alt 1) to change site visit date from 3 August 2022, to 2 August 2022 at 10:00 AM. 3) Update FAR 52.252-3 Alterations in Solicitations Project: Barkley Dam, Spillw ay Gates Mechanical & Electrical Rehab The contract resulting from this solicitation w ill consist of removing and replacing the existing mechanical components and electrical systems of the spillw ay gates at Barkley Dam in accordance w ith the plans and specifications. Barkley Dam, Spillway Gates Mechanical and Electrical Rehab Barkley Dam has twelve spillway gates and each gate has mechanical equipment powered by electrical distribution control systems to raise and lower the gate. Replacement of both the mechanical and electrical systems is necessary as many components are original to the construction of the dam c.1966. Electrical design engineering will develop plans and specifications for the electrical distribution system on the spillway control gates. Mechanical design engineering will develop plans and specifications for replacement of the mechanical systems, with attention to the limitation of only being able to replace one spillway gate system at a time, leaving the remainder operating for flood control missions. BID SCHEDULE The Bid Schedule (Bid Schedule_W912P522B0006_BAR_Spillway Machinery Rehab_RTA-Certified Final_14JUN2022.pdf ) is included by attachment and is intended to be a part of this solicitation. PROSPECTIVE BIDDER'S QUESTIONS AND REQUESTS FOR INFORMATION Prospective Offerors should submit questions concerning this Solicitation through the Bidder Inquiry function in ProjNet at http://www.ProjNet.org/ProjNet. This is USACE's standard platform for receiving and responding to questions and requests for information. Questions regarding this requirement shall be submitted no later than 1:00 PM, 9, August 2022, Central Time. As noted below, Offerors shall not submit their bids via ProjNet. Offerors shall submit their bids in accordance with the provisions stated in the Solicitation. To submit and review inquiry items, Offerors will need to be a current registered user or self-register into system. Instructions to gain access are listed below. Project: Barkley Dam, Spillway Gates Mechanical & Electrical Rehab Solicitation Number: W912P522B0006 The Bidder Inquiry Key: NW2BXU-JS3N68 3. The ability for prospective Offerors to enter questions in reference to the Solicitation will be disabled ten (10) calendar days prior to the closing date stated in the Solicitation. No Government responses will be entered into the ProjNet system within five (5) calendar days prior to the closing date stated in the Solicitation. Questions regarding this requirement shall be submitted no later than 1:00 PM, 9, August 2022, Central Time. 1.12 Amendments Prior to Date Submission for Invitation for Bids (IFB). The right is reserved as the interest of the Government may require, to revise or amend the specifications or drawings or both prior to the date set for submission of bids. Such revisions and amendments, if any will be announced by an amendment or amendments to this IFB. If the revisions and amendments are of a nature which requires material changes in quantities or prices proposed or both, the date set for receipt of bids may be postponed by such number of days as in the opinion of the issuing Contracting Officer will enable Offerors to revise their bid. In such cases, the amendment will include an announcement of the new date for receipt of bid. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
