As of December 14, 2023, per owner, the project has been awarded. The Saint Louis Zoo ("Zoo") has operated the North Lot (totaling approximately 450 spaces) and the South Lot (totaling approximately 950 spaces) adjacent to the Saint Louis Zoo campus in Forest Park for several decades. Both of these lots operated by the Zoo are run as a pay-on-entry operation, where guests provide payment or other materials to an employee at the lot entry and are given access. When leaving the parking lots, guest simply drive out the loop controlled gated exits. Traffic in Forest Park in the spring and summer season is incredibly high. The Zoo parking operations have proven to be a contributing factor to the back-ups and issues because, while the park has ample parking, most guests of the Zoo want close parking to the institution. As such, the Saint Louis Zoo would like to explore the conversion of converting the Zoo's parking operations to a system using Pay on Foot-Pay on Exit services. The scope of this project is to review the existing conditions of the Saint Louis Zoo parking operations and vehicle data to determine how the Zoo can best implement Pay on Foot- Pay on Exit operations. This includes the following: - Review of existing parking operations, traffic and attendance data to make the best recommendations for a Zoo design day (optimal daily attendance number). If needed, gather additional data to make the recommendation. - Recommend the amount of Pay on Foot- Pay on Exit Units required to facilitate Zoo design day, as well as methods to control or count vehicles. - Comment on the use of mobile devices for payment and how that may impact or influence the decision on number of units required to facilitate the operation. - Provide recommendations on changes to configurations to the parking lots and approaches to allow for Pay on Foot- Pay on Exit versus existing system of the Zoo. - Provide projected throughput times for new entry and exit into the parking lots. - Provide recommendations needed for traffic outside of the parking lots based on the new system. - Provide recommendations on new signage to support parking operations and best facilitate traffic management with new system. All questions must be received by March 9, 2022 for issuing of addendums. All emailed questions and answers will be shared with all responders. The source of the questions will remain anonymous. Addendums will be placed on the Zoo website as they become available: stlzoo.org/vendor. Any oral responses shall be unofficial and not binding on the Zoo. The method of contractor selection has not been determined at this time.
