Cuyahoga County, Ohio, in conjunction with the Ohio Emergency Management Agency, has applied for Hazard Mitigation Assistance (HMA) funding from the Federal Emergency Management Agency for the Cuyahoga County Shoreline Erosion Mitigation Plan project. The objective of HMA programs is to fund mitigation measures that reduce the risk of loss of life and property from future hazard events or disasters. The Cuyahoga County Shoreline Erosion Mitigation Plan project will address shoreline erosion hazards across multiple project sites in Cuyahoga County, Ohio, as identified through the ongoing Cuyahoga County Lakefront Public Access Plan (LPAP). The Cuyahoga County Shoreline Erosion Mitigation plan will build on the 32-mile LPAP that identifies priority segments of actively eroding shoreline stretching out along 2.25 miles of Lake Erie. Bluffs along the priority project sites range from 30' to 60' tall and are subject to severe erosion, threatening existing buildings and over 1,500' of public infrastructure (roads and utilities) valued at over $228M. HMA funding will allow for the collection of necessary survey and geotechnical data, engagement of adjacent landowners and the public, and allow for the preparation of mitigation plans for five (5) project sites. The resulting mitigation plans will build on public-private partnerships forged during the countywide planning process and will protect assets while providing ancillary benefits such as supporting equitable lakefront access, enhancing water quality, and integrating habitat enhancements. Plan recommendations will be advanced through preliminary engineering. Outcomes will include permit-ready plans, draft permit and NEPA compliance documents, and information for future BCA inputs. Under the National Environmental Policy Act, EO 11988 and EO 11990, public notice is required of any federal actions that may affect floodplains or wetlands. Under the National Historic Preservation Act, public notice is also required for some projects which have the potential to affect historic properties. All necessary permits and approvals will be obtained prior to construction and completion of the project. Public participation is encouraged. The method of Contractor Selection has not been Determined at this time.
