Site work for a water / sewer project in Monterey, California. Conceptual plans call for site work for a water / sewer project.

The bidder hereby proposes to furnish all labor, materials, tools, transportation, equipment and disposal costs to provide site drainage improvements that will remove the erosion on the historic Custom House at MONTEREY HISTORIC STATE PARK in Monterey County, California, by installing a French Drain as out lined in the Project Manual, Exhibit D, Attachment I. The work shall be complete and ready for use in accordance with the contract documents. License required: B General Contractor Engineer's Estimate: $ 45,000 Contract Term: 180 Calendar Days from Notice to Proceed Contract Performance Period: 180 Calendar Days from Formal Start Work Date NOTE: A job showing will not be held; however, the Contractor is required to visit the job site and carefully examine and thoroughly acquaint himself/herself with the conditions at the site of the work prior to submitting a bid. Submission of a bid will be considered as conclusive evidence that the bidder has made the required site visit. Please refer to Section 000700-1.22B. Site visits can be made during normal park operating hours when the park is open to the public CONSTRAINTS: Bidder shall submit with bid Contractor and Subcontractor Qualifications (Section 013590 Historic Treatment Procedure). Failure of the bidder to submit qualifications and/or failure to meet the qualifications shall result in the rejection of the bid. The bidder agrees to complete all work within 180 Days (180) calendar days from the date of written notice to commence work. This time includes ten (10) calendar days allowed for the contractor to begin work. Questions and Answers: Any discrepancies, omissions, ambiguities, or conflicts in or among the contract documents or doubts as to meaning shall be brought to the State's attention by including your comments directly to Cassie.Salopek@parks.ca.gov NO LATER THAN 2:00 p.m., seven (7) calendar days prior to bid opening date. Answers will be provided by Addendum which will be posted within the Bid Solicitation located on the Cal eProcure website stated above. It is the responsibility of the bidders to download any addenda as needed. No bid will be considered unless it is made on a standard bid form furnished by the Department of Parks and Recreation and is made in accordance with the "Instructions to Bidders". Bids must be submitted for the entire work as described herein. The Department of Parks and Recreation reserves the right to waive any irregularity in a bid or to reject any or all bids. The apparent low bidder will be required to execute a contractual agreement in the form of a "Standard Agreement - Form 213" which shall be binding upon the State of California only upon approval by the State. Bond requirements for contracts exceeding $5,000 are stated in the General Conditions, DPR 483, Section 000700. In accordance with the provisions of Section 1770, 1773 and 1773.1 of the Labor Code, the Department has ascertained that the general prevailing rate of wages in the county in which the work to be done be as listed by the Department of Industrial Relations (415) 703-4780. A copy of this listing is on file at the address listed above or at electronically. Non-Small Business Preference refer to Small Business Subcontractor Participation Worksheet, DPR 85 form: A five percent (5%) bid preference is available to a non-small business proposing firms claiming twenty-five percent (25%) California certified small business subcontractor participation. If claiming the non-small business subcontractor preference, follow the directions and fill out the Small Business Subcontractor Participation Worksheet (DPR 85) which is included in the Bid Forms. Proposers claiming the five percent (5%) preference must commit to subcontract at least twenty-five percent (25%) of the net bid price with one or more California certified small businesses. Completed certification applications and required support documents must be submitted to the office of Small Business and DVBE Services (OSDS) no later than 5:00 p.m. on the bid due date, and the OSDS must be able to approve the application as submitted. Questions regarding certification should be directed to the OSDS at (916) 375-4940. Participation in Disabled Veteran Business Enterprise Program (DVBE): The minimum DVBE participation percentage goal is 6%. Failure to fulfill the DVBE requirement will render your bid non-responsive. DVBE Incentive: For evaluation purposes only, an incentive will be given to bidders who exceed the 6% DVBE participation requirements. Refer to the DVBE forms beginning with DPR 479IP. In determining the lowest responsible bidder, the SB Preference is applied first in the bid evaluation process. If the Low Bidder is claiming the SB Preference or the Non-Certified SB Preference, the 5% or $50,000 max is not calculated for any bidder. However, the DVBE Incentive would be calculated. A Low Bidder claiming the SB Preference can only be displaced by another bidder claiming the SB Preference, if the adjusted bid price with SB Preference and DVBE Incentive is lower. The DVBE program incentives are applied second for bidders attaining more than the required amount of DVBE participation per the solicitation instructions. More information regarding the incentive program(s) and how bids are evaluated is available on the State Administrative Manual Management Memo Number MM08-03 (Management Memo) Withdrawal of Bid: As stated in the Instructions to Bidders, any requests to withdraw a bid must be submitted in writing.
