Bid preparation and submittal will be in accordance with Form HUD-5369 Instructions to Bidders for Contracts Public and Indian Housing Programs bound in the Project Manual. Bid Bond Security/Guarantee in the amount of 5% oftotal bid will be required in Contracts exceeding $25,000. 100% Performance and Payment Bond will be required. Licensing and other certification of qualifications will be required as specified in the contract documents. Where applicable, the foregoing certificate number must be indicated on the exterior ofthe sealed bid envelope before it will be opened. Attention is called to the fact that not less than the minimum wages as set forth in the contract documents will be paid on the project, and the contractor, must ensure that employees and applicants for employment are not discriminated against because oftheir race, color, religion, sex, or national origin. The bidder is advised that the proposed project is financed with funds from the Department of Housing and Urban Development (HUD) and that contract conditions are determined by provisions associated therewith. All bids submitted must comply with Section 31-3-21 ofthe Mississippi Code of 1972. Bids may be withheld by the Owner for a period not to exceed forty-five (45) days from the date ofthe opening of the bids for the purpose ofbid review and investigation ofthe bidder's qualifications, prior to award ofthe contract.
