Bureau of Reclamation, Flaming Gorge Field Division (FG), has drainage and erosion problem in the power plant parking area. The section of riverbank of concern is located below Flaming Gorge Dam on the east side of the river a short distance downstream of the 66-inch hollow-jet valves. This area has seen significant erosion over the years primarily due to operation of the hollow-jet valves and runoff from the employee parking space during significant rain events. To mitigate this issue Reclamation requires installation of a 3 reinforced concrete wall with a 3 chain link fence to include barbed wire. In addition, Reclamation needs a rock void filled. Flaming Gorge is located approximately 40 miles North of Vernal, Ut on Hwy 191. (Please see pictures at the end of SOW.) The Contractor shall provide the labor, tools, equipment, transportation, materials and expertise necessary to install a reinforced concrete wall with a 3 chain link fence and barbed wire. In addition, filling the designated rock void next to the spillway outlet. Concrete Wall Installation of a 12 wide x 3 above ground level x 215 long poured steel reinforced concrete wall with new 3 tall chain link fence topped with 3 strands of barbed wire along the length of the employee parking area. The wall will provide a barrier between parked vehicles and the riverbank. (Photo #2) Excavate and pour footings to support the concrete wall. Footing shall be below the frost line. Excavated material shall be used to back fill the back side of the new wall. The top of the wall shall be 3 above the parking lot grade the back side can be filled up close to the top All reinforcement steel shall be #5, (5/8 ) The concrete shall be 3000 PSI minimum strength. Concrete surfaces shall be smooth troweled finish. See Attachment 591-421-1552 parking lot barrier plan concrete wall details. Fencing Install 3 high chain link fence on top of concrete wall to include 3 strands of barbed wire on top of the chain link fencing. The new chain link fence must be the same height when connecting to the existing fencing at the at the bottom of the power plant and the top of the parking lot at the security fencing Rock Void Fill rock void with concrete. (Please see photo 3 and 4) The concrete shall be 3000 PSI minimum strength. All concrete surfaces shall be smooth troweled finish. The Contractor will comply with the attached State of Utah Department of Natural Resources Stream Alteration Permit 20-41-01SA Dated 9 June 2020 when filling the rock void. 3. Deliveries, Storage, and Protection Supplies shall be delivered during normal work hours Monday thru Thursday, except federal holidays, 7:30 AM to 5:00 PM to the Flaming Gorge Warehouse, 575 So Blvd, Dutch John, Ut 84023. Please notify COR of all deliveries at least 48 hours prior. The Contractor is responsible for all shipping cost. The Flaming Gorge Power Plant has limited space for Contractor s equipment and material in the power plant parking lot area. The Contractor shall leave access for Government vehicles to always have access power plant. Arrangements must be made prior to the start of work with the COR and CO to discuss the site usage. Concrete delivery must be arranged with COR prior 48 hours prior to delivery. All material shall be protected from corrosion, deformation, and other types of damage. Remove and replace damaged items with new items.
