The Trust has issued a new Notice of Funding Availability (NOFA), which is being funded by Community Preservation Act (CPA) funds. The available funds are being offered for the creation, preservation, rehabilitation and support of affordable rental and homeownership housing. Under the NOFA, where an applicant is seeking funding to convert an existing market rate structure or market rate housing unit or units into affordable housing unit or units, an inspection is required by a housing inspector who holds a UPCS Inspection Certification to conduct housing inspections using Housing Quality Inspection Standards established by the Department of Housing and Urban Development (HUD)1 and retained by the Trust to perform the inspection. The Trust is seeking the services of an on-call inspector to conduct inspections of existing units seeking Trust funding to determine whether the existing housing units meet both Housing Quality Standards (HQS) established by HUD and the Minimum Standards for Human Habitation under Massachusetts State Sanitary Code. Additionally, the consultant will determine whether the mechanical systems and building envelope have a minimum useful life of at least fifteen years. The results of the consultant's inspection will be provided to the Trust in a report. The inspector will be required to present the report at a Trust meeting. If the Trust determines that certain repairs may be required for funding eligibility, reinspection of the unit or units with an accompanying report may be required. The method of Contractor Selection has not been Determined at this time
