ARRC is seeking the services of a qualified firm to provide an Independent Cost Estimator (ICE) in support of a Progressive Design Build (PDB) Project. This Project is the Seward Passenger Dock Replacement in which the existing dock and associated terminal building will be demolished and replaced with a new 120' x 1200' fill dock. The ICE will be expected to provide the ARRC with timely cost estimates, estimating expertise, and experience to assist in determining a reasonable construction cost for the Project (i.e.: negotiating price with the Contractor.) The ICE's estimates will be used in conjunction with the estimates from ARRC and the PDB Contractor to determine a reasonable cost to complete the Project. The ICE will be provided plans and specifications at various times during the design of the Project and will be expected to provide estimates when the Project's design is approximately 35%, 65%. The PDB Contractor is anticipated to submit their proposed price in their Construction Services Cost Proposal (CSCP) following the 65% submittal review. The ICE shall provide a final construction cost estimate. The CSCP may include four (4) possible payment method estimates; a Guaranteed Maximum Price (GMP), Long Lead-Time GMP, Adjustable Work, and contingency items. The GMPs contain all pay items that will be incorporated into the respective work and shall be calculated utilizing agreed upon unit price and estimated quantities. The quantity of the work items included in the GMP may increase or decrease as the Project is constructed; however, there will not be a change in price to the GMP unless scope of Work changes significantly. Adjustable Work includes items of work that are paid based on an agreed upon unit price and actual quantities placed during construction. This Work shall be used to mitigate significant risks that cannot be accurately quantified during the Design. Contingency items, if/when used, are used to compensate the Contractor for items that cannot accurately be identified and quantified during the Design Phase. Estimated Project Amount: $130,000 to $175,000 The ARRC may award a contract resulting from this solicitation to the responsible offeror whose offer conforming to this solicitation will be most advantageous to the ARRC. ARRC may reject any or all offers if such action is in the best interest of ARRC, and waives informalities and minor irregularities in offers received. ARRC may award a contract on the basis of initial offers without discussions. Therefore, each initial offer should contain the offeror's best terms from a cost or price and technical standpoint. Any contract resulting from this solicitation shall incorporate the Standard Terms and Conditions contained in this solicitation package. This Request for Proposal is not to be construed as a commitment of any kind nor does it commit the ARRC to pay for any cost incurred in the submission of an offer or for any other cost incurred prior to the execution of a formal contract.
