The City of Vancouver "(City") is committed to achieving climate targets set for 2030 and 2050 in line with the latest recommendations from the Intergovernmental Panel on Climate Change. The City's Climate Emergency Action Plan ("CEAP"), approved in Nov 2020, sets the roadmap for achieving these targets. Since that time the policy context has changed to meet the challenge. The City has advanced a number of new policies and some policies initially envisioned have been altered. In addition, inter-jurisdictional policy choices have been advanced that impact the trajectory initially modeled to inform the Nov 2020 approved CEAP. The City seeks to understand the influence of these changes, and any associated uncertainties, on the current trajectory. The City also seeks new opportunities to fill identified gaps and to accelerate action. The City is seeking proposals from multi-disciplinary consultant teams ("Consultant") to undertake a Citywide modeling effort to: . Understand if Vancouver is on track to reach the CEAP targets; . Model the current policy context, including policy choices made since the CEAP was first approved; . Identify the gaps and range of uncertainties in meeting the CEAP targets, reflecting the dependency upon regional, provincial and federal policy and regulatory choices; . Identify opportunities to refine, augment or add new policies to ensure the CEAP targets are achieved; and . Identify key leverage points to accelerate towards the CEAP targets. The method of contractor selection has not been determined at this time.
