Through this Request for Expressions of Interest ("REOI"), the City of Fresno ("City") is soliciting bona fide Expressions of Interest ("EOIs") from qualified professional organizations that currently own, operate, and maintain a portfolio of sports, entertainment, and cultural arts venues across the United States. The venues included in this REOI include the Selland Arena (Attachment A), Ernest E. Valdez Hall (Attachment B), and William Saroyan Theatre. Collectively, these three facilities are referred to as the Fresno Entertainment and Sports Complex ("FESC") Facilities. The three facilities serve as the regional center for sports, entertainment, and cultural arts events scheduled in the San Joaquin Valley. The City's issuance of this REOI is the first step of a two-step procurement process to identify potential Buyers for the City's FESC Facilities. For the first step, the City will review submitted EOIs to pre-qualify bona fide professional organizations responding to this REOI ("Respondents"). Pre-qualified Respondents will be invited to participate in the second step of the procurement process, which will be the submittal of proposals in response to a Request for Proposals (RFP) issued by the City. After receipt of bona fide proposals, the City of Fresno will select the proposal that provides both the best value for the community and the best use of the FESC Facilities.
