Questions are restated verbatim. Question 1: During the site visit the facilities engineer stated that the rooms were already under "negative pressure." Can you confirm that there is not an expectation for the contractor to modify any of the rooms to create a negative pressure environment Answer: Confirmed - there is no expectation for the contractor to modify any of the rooms to create a negative pressure environment. Question 2: In the solicitation (SF 1442 block 12a) "no" is checked reference the requirement for performance and payment bonds. However, (c) under "Information regarding bidding material, bid guarantee, and bonds" (p. 5) states the awardee has a requirement to provide these. Can you please clarify this Answer: Payment bonds are mandatory. Bidders may submit a performance bond or any alternative as cited in Federal Acquisition Regulation 28.102-1(b)(1). These bonds are only required from the successful contractor. The intent of this project is to paint approximately 4900 ft2 of floor and integral wall base in 15 rooms within the basement of Building 20 at the Buffalo, NY VA Medical Center. The successful bidder will be required to provide all labor, materials and equipment necessary to perform the work according to the specifications, drawings and statement of work attached or contained in this solicitation. All work will be performed at the Buffalo, NY VA Medical Center. This procurement will be 100% set-aside for a Service-Disabled, Veteran Owned Small Business IAW 38 U.S.C 8127. Bidders should be registered in the System for Award Management (SAM) at the time of bid and shall be registered at the time of award (www.beta.sam.gov).
