The package shall be addressed as to the City Clerk, entitled "Proposal for Solid Waste RFP" and be labeled "Confidential". All submissions shall include (1) name of proposer; (2) address and other contact information of proposer; (3) contact person and their email address; and (4) signed declaration by officer of the entity attached hereto as Exhibit A. The City assumes no responsibility for any costs incurred by an individual/Contractor in the preparation and/or presentation of a Proposal in response to this request. To be considered, Respondents must submit a complete Proposal in accordance with the requirements contained in Section 3 of this request. Proposals must be signed by the individual or an officer of the Contractor authorized to bind the Contractor to its provisions. All Proposals, associated costs, and agreements shall be considered valid and binding on the individual/Contractor for a period of sixty (60) days after the Proposal due date. Proposer accepts and acknowledges that all submissions shall become part of the public record and will be disclosed publicly. However, during the RFP process some or all of the information submitted may be exempt from disclosure pursuant to the California Public Records Act, and in no instance shall any of the information submitted be shared with any other bidder(s) until the final selection is made by the City. In the amount of $1,000,000, to be provided at the time of contract execution. All proposers need to be capable of beginning service on or about 7/1/2025 and so represent and warrant. Once submitted, bids cannot be changed or altered without the City's written consent. City reserves all rights to disqualify or reject any or all proposals and is not liable for any costs incurred by proposers. The City reserves the further right to negotiate with the last two remaining bidders regarding the terms and conditions of the bid and the contract in order to secure more favorable terms for the City, its residents, and commercial customers. The method of contractor selection has not been determined at this time.
