The City of Salina is currently soliciting bids for contractor clean-up (abatement) of properties under its Property Maintenance Code Enforcement function. Abatements may include securing building (doors and windows) or fence openings from unauthorized entry; remove, abate, or clean-up of a variety of items such as tall grass/weeds, tree branches, junk, garbage, appliances, vehicle parts, graffiti, and miscellaneous trash and debris, as explained Code Enforcement Officers (CEOs) make reasonable efforts to work with property owners and tenants to voluntarily bring their premises into compliance. Unfortunately, this is not always successful and it is in the public's interest to remove the nuisance from the property. In these cases, the city may order corrective work be done at the property owner's expense. A private contractor will be hired by the City to complete the work within a reasonable amount of time. The property owner is then billed by the City for the cost of abatement along with an administrative fee of $130.00. In previous years, work orders for approximately 200 properties were sent out to correct nuisance code violations. The rate that orders are issued and exact services required varies greatly from week to week and depends partly upon weather conditions. Between 25 and 30 work orders were issued during each of the peak months of May through August; but need for abatement typically continues into November. In order to cover such unpredictable needs, Neighborhood Services will select contractors with the capacity to respond in a timely manner at an agreed rate. City reserves the right to reject any and all bids, to waive any and all informalities, and to disregard all nonconforming, non-responsive or conditional bids. Discrepancies between words and figures will be resolved in favor of words. Discrepancies between the indicated sum of any column of figures and the correct sum thereof will be resolved in favor of the correct sum. Final approval from the City Commission will take place prior to the start of the contract service yea Term. The term of this Agreement shall be for a period of one year, commencing April 1, 2022, and ending March 31, 2023.
