Site work for a water / sewer project in Davenport, Iowa. Completed plans call for site work for a water / sewer project.
The proposed improvements consist of removing concrete, asphalt and composite pavements and sidewalks, excavation, repair and/or removal and replacement of multiple sizes of pipes of various materials, backfilling excavated areas with compacted crushed rock or native materials, replacing pavements, repairing storm and sanitary sewer structures as necessary, sodding, and other work related thereto throughout the City of Davenport as noted elsewhere within this contract. GC-2 Whenever problems occur and the Sewer Division is notified, the City will notify the Contractor regarding which tasks are to be issued. All work on those tasks shall be completed on or before thirty (30) calendar days following the date of Contractor notification. This contract is an indefinite quantity, indefinite delivery task order contract. There is a minimum of $250,000 worth of work and a maximum of $1,550,000 worth of work for a one year period from the date of letting. The intention is to assign each Contractor $250,000 worth of work in a given year, subject to the Contractor's performance, the finished work's conformance with the contract specifications, and the Contractor's ability to complete each project in the time allotted. There is also one option year for this contract for which the minimum contract amount is $250,000, with the maximum amount subject to FY2024 funding levels. Bid prices for both years shall be submitted by the Contractor at the initial time of bid submission. Both years' bids will be taken into account when determining which Contractor is selected to perform the work, and any bids that do not show a reasonable progression of bid prices will be eliminated from consideration as being unbalanced. No work on this contract will be assigned until after July 1; the start of the fiscal year in which funds become available. If the successful bidder performs well during the first year of the contract, the City may extend the option for that Contractor to continue work for the next year at the second year's bid prices. The Contractor must accept the work for the second year if the City exercises this option, except in the case of extreme changes in Contractor cost beyond the Contractor's control. If the successful bidder performs poorly during the duration of any year and the minimum contract amount has not yet been reached for that year, task orders up to the minimum amount of work will be issued, and then the contract may be terminated in writing by the City. If the minimum has been reached, the contract may be terminated by the City with no further work issued.
