All persons attending public bid openings or in-person pre-bid meetings shall comply with all provisions of the most current Office of the Governor State of Hawaii Proclamation Related to the COVID-19 Emergency and the City and County of Honolulu Mayor's Emergency Order (collectively the "Proclamations"). If such provisions impose any limitations on attendance at public bid openings, the Division of Purchasing will make accommodations to the extent allowable under such restrictions. If any person attending does not comply with the most current provisions of the Proclamations, the City reserves the right to request the attendee to become compliant or be asked to leave. By attending the public bid opening, the attendee is acknowledging their full compliance with the Proclamations. The project is for the improvements to the area around the existing drainage outfall within the Kalihi Stream in the vicinity of 3049 and 3043 Numana Road in Honolulu, Oahu, Hawaii. The work includes demolition and removal of the existing broken CRM headwall, concrete slab, rocks, abandoned above-ground sewer line, and miscellaneous items as well as clearing and grubbing the slope, cutting the existing trees, slope scaling, and restoration of construction site and easement areas altered or damaged by construction activities. The proposed improvements shall include, but are not limited to, construction and installation of shotcrete lining with a drainage system. The work shall also include traffic controls during construction. Pursuant to Chapter 103D-303.5 of the Hawaii Revised Statues, a non-mandatory pre-bid conference shall be held for construction or design-build projects with a total estimated contract value of $500,000.00 or more.
