For limited soil remediation activities in accordance with the requirements of Pennsylvanias Land Recycling and Environmental Remediation Standards Act (Act 2) at Main Street, 12th Street and Franklin Street in Sellersville Borough, Bucks County, Pennsylvania, Tax Map Parcel ID# 39-3-7, 39-4-8, 39-4-10 and 39-3-292, also known as the Sellersville Inactive Landfill Site (the Site). The Site consists of approximately 10.257 acres of vacant land. The purpose of the limited soil remediation activities is to enable the Redevelopment Authority and/or any re-user of the site to obtain liability protection from the Pennsylvania Department of Environmental Protection (PADEP) under the residential Statewide Health Standard for soils consistent with Act 2. Bids are invited from qualified bidders. Bids must be made on the forms furnished by the Redevelopment Authority and must be accompanied by a certified check or bid bond issued by a surety licensed to conduct business in the Commonwealth of Pennsylvania in the amount of ten percent (10%) of the total bid proposal, made payable to the Owner, with the understanding that the full penal amount of the bid bond or other bid security of the successful bidder will be forfeited to the Owner as liquidated damages in the case of failure of such bidder to enter into a contract for the execution of the work within ten (10) days after written notice to do so has been served upon him by the Owner. Bids must be submitted unconditionally. No bid may be withdrawn within sixty (60) days of the date of bid opening, except in accordance with the terms and provisions of PA Act 4 of 1974. The successful bidder will be required to furnish and pay for satisfactory Performance and Payment Bonds in the amount of one hundred percent (100%) of the contract price with a Corporate Surety approved by the Owner. This project is subject to applicable provisions of the Pennsylvania Prevailing Wage Act as amended and the prevailing minimum wage rates issued by the Pennsylvania Department of Labor and Industry. The Owner reserves the right to reject any or all bids, or to award to such bidder who in the judgment of the Owner makes the lowest responsible and responsive bid. The successful bidder must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex or national origin.
