The Department of Engineering has secured a Bike & Pedestrian Safety Program (BPSP) grant to install new sidewalks, crosswalks, and pedestrian signals within the project limits. Improvements to this section of Jefferson Avenue are a part of the City's Comprehensive Plan, including widening the roadway to six travel lanes with a raised median, pedestrian improvements, lighting and drainage improvements. Due to the high cost of implementation and limited funds available the widening has been delayed. Following an increase in pedestrian crashes for this segment of Jefferson Avenue, the City desires to make pedestrian improvements ahead of the proposed widening. The Department of Engineering performs an annual analysis of pedestrian crashes citywide with a focus on identifying potential improvements to roadway sections and intersections. This section of Jefferson Avenue was identified and prioritized through this process due to the number and severity of pedestrian crashes attributable to a lack of pedestrian facilities This project is in included in the City of Newport News FY 2023-2027 Capital Improvement Plan (CIP).
