The City of Cape Girardeau, MO (Owner) has established a contract performance time of one hundred five (105) calendar days from the date of the Notice-to-Proceed. All project work shall be substantially completed within the stated timeframe. This project is subject to liquidated damages as prescribed in the project manual. Each bidder must furnish a bid guarantee equivalent to 5% of the total bid amount. This may be in the form of a bid bond or a certified check payable to the City of Cape Girardeau, Missouri. A bid guarantee provides assurance to the sponsor that the prospective bidder will honor its submitted bid and will execute a contract if selected as the successful bidder. The bid guarantee amount must include the total bid amount. The successful bidder must furnish a separate performance and payment bonds each in an amount equal to 100% of the contract price at the time of contract execution. Award of Contract. All proposals submitted in accordance with the instructions presented herein will be subject to evaluation. Bids may be held by the City of Cape Girardeau, Missouri for a period not to exceed one hundred twenty (120) calendar days from the date of the bid opening for the purpose of conducting the bid evaluation. Award of contract will be made to the responsible bidder who is lowest in price and whose bid conforms with all the terms and conditions of the Invitation for Bids & Instructions to Bidders. The City of Cape Girardeau, Missouri reserves the right to select any one bid which in the judgment of the Owner, best serves the Owner's interest. The City of Cape Girardeau, Missouri reserves the right to evaluate all bids, to reject any or all bids and to readvertise this solicitation at a later date. The City may waive any irregularities in the bid and make awards that are in the best interest of the City. The City of Cape Girardeau, Missouri has applied for federal assistance to fully fund this project. Award of a contract to a bidder is contingent upon the FAA concurring in the award to the successful bidder and providing a federal grant to the City of Cape Girardeau under the Airport Improvement Program (AIP) Goals for minority participation for each trade: 11.4 %. Goals for female participation in each trade: 6.9%.
