Contract Award Date: Apr 01, 2022 Contract Award Number: 140F0322P0020 Task/Delivery Order Number: Contractor Awarded Unique Entity ID: QVNBTKDESE87 Contractor Awarded Name: MICHAEL PORTALATIN LLC Contractor Awarded Address: , CA 91750-2355 USA Base and All Options Value (Total Contract Value): $34855.5 GENERAL: The Pixley NWR maintains approximately 4.3 miles of barbed wire fencing around Turkey Tract that is used to delineate refuge property lines, prevent trespass on refuge lands by livestock and humans and to control livestock grazing on the refuge for the benefit of endangered species. Approximately 2.4 miles of boundary fence (RPI 10052446 ) along the perimeter of the Turkey Track unit needs to be removed and replaced to maintain the integrity of the perimeter fence. The existing fence was burn down and damaged during a recent wildfire. 2. SCOPE: Existing barbed wire fencing along the perimeter boundary of the Turkey Tract unit will need to be removed and properly disposed of offsite. This will include all existing posts, wire, stays, brace and corner stations along approximately 2.4 miles of fence line. New fence will be built on the same alignment to replace all fencing removed. Roughly 2.4 miles of new 4 strand barbed wire fence will be built. A Powder River gate using two 8' sections (16' total) will be installed in south west section of the Turkey Tract Unit, and similar size Powder River gate will be installed on the west section to replace an existing gate. This project will include constructing metal brace stations at each end of the new fence and inline brace stations each 1,250 feet along the fence. Construction will also include driving 1.33 pound metal t-posts with a spacing of 12 feet between each post along the fence and stringing and clipping 4 strands of barbed wire along with metal stays in between posts. The fence line is easily accessible by vehicle, and is near a road parallel to it. The location and sections of fence will be market by the refuge. 3. PLACE/DELIVERY AND PERIOD OF PERFORMANCE: The work location is Pixley National Wildlife Refuge. The refuge is located about 8.5 miles West of Earlimart, Ca. Work can begin as early as March 14, 2022 and will be completed before June 30, 2022. 4. INSPECTION AND ACCEPTANCE: Inspection of the finished product will be performed by Miguel Jimenez. Items that will be inspected to determine job acceptance include, post spacing, fence line straightness, wire tension, wire spacing, wire clip placement, proper post welding and work site cleanup. 5. GOVERNMENT FURNISHED EQUIPMENT OR MATERIALS/INFORMATION: All materials will be provided by the contractor and can be stockpiled on refuge in a central location for the project. No Government equipment will be furnished to the contractor. 6. AVAILABILITY: All work must be completed during daylight hours and the site will be available for contractor access Monday-Friday only. Inspections and coordination with refuge staff will only occur during normal business hours, Monday through Friday 7:00am to 4:30pm. 7. The bases of award will be lowest price fair and reasonable NAICS 238990 and the small business size standard is $16.5 Million. The Magnitude construction is between $25,000 and $100,000. A site visit will be offered for interested contractors. See attachment's for details. H.2.0 ENVIRONMENTAL INTERRUPTION OF WORK H.2.1 Environmental - The Contracting Officer, by issuance of a suspend work order, may direct the Contractor to shut down any work that may be subject to damage due to weather conditions, fire danger, or because it is impracticable to work during the winter season. The Contractor will be given a resume work order which will document the date the work suspension ends. The Contractor will not be entitled to additional monetary compensation for such suspensions regardless of duration. H.2.2 Endangered Species - The Government may direct the Contractor to discontinue all operations in the event that listed or proposed threatened or endangered plants or animals protected under the Endangered Species Act of 1973, as amended, are discovered to be present in or adjacent to the project area. HAZARDOUS MATERIALS Any material suspected of being hazardous that is encountered during performance of a project shall immediately be brought to the attention of the Contracting Officer, at which time a determination will be made as to whether hazardous material testing shall be performed. If the Contracting Officer directs the contractor to perform tests, and/or the material is found to be of a hazardous nature requiring additional protective measures, a contract modification may be required, subject to equitable adjustment under the terms of the contract. The contractor is advised that friable and/or non-friable asbestos-containing material may be encountered in project areas. Friable asbestos-containing material is any material that contains more than one percent asbestos by weight, and that hand pressure can crumble, pulverize or reduce to powder when dry. Non-friable asbestos containing materials are materials in which asbestos fibers are bound by a matrix material, saturation, impregnation or coating. Non-friable asbestos-containing materials do not normally release airborne asbestos fiber during routine handling and end-use. However, excessive fiber concentrations may be produced during uncontrolled abrading, sanding, drilling, cutting, machining, removal, demolition, or other similar activities. 29 CFR 1910.1001 shall be referenced in the event asbestos-containing materials are encountered. Friable asbestos-containing materials are not authorized for use in new construction or maintenance projects. *The value for this project is based on a financial range.
